In recent years,food safety has appeared in many reports of the Party Central Committee,mentioning the strictest standards,reflecting the importance the Party Central Committee attaches to food safety.The Harbin municipal government has followed the pace of the Party Central Committee,increasing the frequency of food safety sampling,exposing problematic food enterprises,creating a social atmosphere for food safety,and making every effort to create a model food safety city.The analysis and research on food safety supervision in Harbin will help improve the food safety supervision system,change the old way of supervision,and provide a good development environment for the orderly development of food enterprises.Using information asymmetry theory and holistic governance theory,combined with data obtained from visits to food enterprises and regulatory departments,we analyzed the current situation of food safety regulation in Harbin and concluded that there are problems with food safety regulation in Harbin: poor implementation of regulatory laws and regulations,the role of the regulatory department is not obvious,and lagging regulatory methods.Summarizing and categorizing the issues,it was concluded that the regulatory system is not sound,unreasonable regulatory organisational structure,the role of social supervision is not obvious,the low utilization of intelligent supervision and other factors are responsible for the problems of supervision.Drawing on the advanced experience of other developed cities in China,the successful regulatory examples of mature regions,and combining with Harbin’s own reality,we propose countermeasures such as improving the construction of food safety system,playing the subjective and active role of regulatory departments,implementing the process supervision and training system of food production and operation,and establishing the feedback mechanism of food safety supervision to improve the food safety regulatory system in Harbin and protect public food safety. |
