With the development of information technology,the mobile communications industry is developing rapidly,and the related projects of mobile base station construction are also tense.S base station construction project is also put on the agenda,S base station construction process involves many personnel,the project implementation of each business process to rely on people to complete,for human resources management is very important.Project staff performance management as the core of human resource management,it plays an important role in project management and project human resource management,project performance management need to consider various factors,in this process,one needs to ensure that the project performance management with the overall project objectives,on the other hand,the project staff performance management the implementation of each employee.Project staff performance management is an important task of project management and project staff management.In this paper,by using the related theory of performance management,including the meaning and function of project performance management,performance management of the project in the process,combined with the S base station project performance management situation,in-depth analysis of the existing S base station project staff performance management problems,including the understanding of employee performance management system is not clear,lack of personnel performance management performance management,and the objectives of the project from the performance management system,perfect etc..Next,according to the existing S base station project performance management problems and improvement strategy proposed in this paper S base station KPI project staff performance management system,including improving project staff understanding of performance management: a unified understanding of the senior management team,improve middle management awareness,understanding and general project level employees performance management;project performance Management: increase increase the performance management personnel,pay attention to employee participation in the performance management;project performance management and project objectives: the project goal oriented design project KPI decomposition,performance index,performance index weight design;improvement of staff performance management system of project: performance planning,performance indicators,performance implementation and management,performance evaluation and feedback the application of performance appraisal results,etc...Finally put forward the safeguard measures to optimize the performance management system of S base station project,including strengthening project management and staff communication,establish evaluation,staff training and the cultivation of perfect KPI team culture,establish a standardized management process is a powerful guarantee for implementing KPI system,assessment index based on dynamic should have relatively stable adjust measures KPI evaluation system.The S base station project staff performance management survey results,the results show that the improved performance management of S base station project staff,most of the staff of the improved performance management system is a positive attitude,generally feel more can play a stimulating role than the original performance management system,more equitable,more able to help themselves work is a clear advantage.
