Study On Reform Of Market Supervision Regime In The Super-Ministry System Perspective

Market regulation is a basic function of the government.and establishing a sound market supervision system is very important to the healthy development of socialist market economy.With the development of China's economy,new market entities and economic models have been springing up,and the market supervision requires continuous reform.There are many market supervision departments in China,the typical "small-ministry" in market supervision causes the overlapping of functions?the unclear functions and buck-passing between different government departments,and lead to the inefficiencies of government's market supervision.At the national level," super-ministry" is the reform trend of many countries in the world,scattered department has caused too much repetition,impedes the realization of unified management and the interests of the whole country,affecting the development of socialist market economy and building moderately prosperous society.Therefore,our country is accelerating the " super-ministry " reform of the market supervising regime,unified management of each link of the food safety and drug safety,and start reforming of county district market regulation system,set up comprehensive market regulator.But the reforms influence the interests of multiple sectors,and the feasibility of the reform is being doubted.So,it is very necessary to study market supervising reform in the perspective of the super-ministry.This paper is divided into five parts.The first part is the introduction,in this section,mainly on the background of Super-Ministry System,including overseas and domestic research status and the research method.The second part is about the theoretical basis and the current situation of the market supervising.The third part divided into two parts,the first part describes different mode of the market supervision reform in domestic provinces and cities,we have chosen ShenZhen,ShangHai,TianJin as a comparative analysis of the object,the second part describes the experience of the developed countries in the market supervision,providing beneficial experience and support on our country market supervision reform in the super-ministries way through the horizontal comparison,in this paper,we have chosen the United States,Britain,Japan as a comparative analysis of the object;The fourth part;The fifth part focus on the market supervision reform of Xinjian Market and Quality Supervision Administration,analyses the practice,problems and causes of market supervision reform;The fifth part is to put forward the countermeasures and Suggestions on the market supervision reform.
