| Food safety is closely to the health of the people.Without health for all,there will be no well-off society.The government pays more attentions to food safety in recent years.The government has made their all efforts to create a food safety environment,improve supervision mechanism gradually,enhance the enforcement of law and popularize the law by promoting the reform of the super-ministry system.At present,the domestic food safety situations move towards stability.The basic level market supervision department has always been at the leading edge of innovation.The actual effects,the new challenge and the encountered problem should be researched deeply.In this paper,it selects the actual situation of Nanjing Pukou District as investigation samples.This paper carry on the research into the primary-level food safety supervision mode by using the theory of holistic governance.Firstly,this paper explicates the supervision subjects,the supervision targets,the supervision contents,the supervision methods,and analyses the characteristic and effects of the food safety supervision mode.This paper discusses the existed problems and analyses the reasons.Secondly,some experiences of developed countries and developed areas are analyzed and used for a reference in this paper.Finally,this paper introduces setting an independent food safety regulator,strengthening integrated and coordinated functions of food safety;making more efforts to the establish a professional food safety regulators which strengthens the system of strict supervisions;strengthening the prevention of risk,control and early warning;constructing the safe system of food credit,perfecting back mechanism of food safety;establishing a long-term food safety supervision mechanism;promoting the construction of social co-governance;encouraging the public supervision;promoting establishment of prizes reporting system to perfect the construction of social food safety co-governance. |
