A Study On The Reform Of Food Safety Supervision Organization In Guangzhou

It is said that eating is always taken as the first priority for people,and food safety comes as the first.After the reform and opening up,China's economy and people's living standard has made great development.Chinese people have solved their problem of food quantity.But now they meet new difficulties in food safety.The issue of food safety has been an increasing concern to Chinese people and the supervision organizations of government.There have been some serious food safety incidents from 2004,such as “Melamine milk powder” “Sudan duck egg” “Malachite Green Aquatic” “illegal cooking oil” “lean meat powder” and so on.These incidents spread widely by internet and other new-medias,making government being distrusted.Food safety problems have become serious threats of people's health and social stability of China.The Chinese government has a long history of trying to build an effective food safety regulatory system.Since the reform and opening up,the Chinese government has carried out seven large-scale institutional reforms,in which food safety supervision organizations had major changes.By the early days of reform and opening up,there was no food safety supervision organization in China.From 1982 to 2003,the Health Department was the main supervision organization.Then from 2003 to 2013,many organizati ons were responsible for safety supervision of different aspects of food.And since 2013 Food and Drug Administration takes the main responsibility for food safety supervision.But although the reform of food safety supervision organizations is going further and further,food safety situation of China is getting worse.Guangzhou is the capital city of Guangdong Province,which is the forefront of reform and opening up,and has been in the forefront of the institutional reforms,so it's representative as a research object of government institutional reforms.This paper will take the reform of food safety supervision organizations in Guangzhou as an example,from the perspective of institutional reform and food safety supervision theory,contacting the food market and the regulatory situation of Guangzhou,review the change of Guangzhou food safety supervision organizations,analyse the effectiveness and problems of each time of the reform.And then comparing other domestic cities and foreign organizations setti ngs,summing up the experience and lessons of previous reform,put forward some countermeasures and suggestions for the future reform of food safety organization in Guangzhou.
