Study On Evaluation System Of New Urbanization Quality

Urbanization is not only the inevitable trend of economic and social development,but also an important symbol of industrialization and modernization.After decades of development,China ’s urbanization rate has reached 50% in 2005,formally entered the urban social stage.However,the traditional urban development model focused on urban population growth and the number of the urban,which gradually revealed the drawbacks.a large number of "urban disease" hindered the healthy development of cities and towns.Different from the traditional model and mechanism of urbanization,the 18 th National Congress of the CPC put forward the "new urbanization" with the Chinese characteristics,that is people-centered urbanization,emphasizing the connection of the new urbanization,new industrialization,agricultural modernization and information,concerning about urban development and rural construction,promoting the realization of the goals of urban and rural integration.To construct a new evaluation index system of urbanization development helps us to comprehensively and deeply analyze the essential connotation of new urbanization from different angles,and to comprehensively study the development and integration of urban and rural areas.First of all,the paper combs the research of domestic and foreign urbanization and new urbanization,summarizing the research results of urbanization and new urbanization in theory development and index system construction,analyzing the intrinsical connotation of new urbanization.Secondly,according to the concept of scientific development and the theory of urban and rural integration,a new urbanization evaluation index system is constructed from the five dimensions such as urban agglomeration,economic efficiency,social harmony,ecological civilization and urban and rural co-ordination.Using the above index system,this paper verify the quality evaluation system of new urbanization development in Jiangsu Province with entropy method and expert scoring method,which are subjective-objective combination weighting method and multi-index comprehensive evaluation model.The following conclusions can be drawn:(1)The quality of the comprehensive development of whole Jiangsu Province and every city is gradually increased,and the growth rate is going to stabilized gradually.(2)The development level of new urbanization in Jiangsu Province has great regional differences.The development of southern Jiangsu is obviously superior to that of the other regions.The gap between cities within the region is relatively small.(3)The economic development elementsthat represent the overall level of economic development and the efficiency of economic development,and the social harmony elements that characterize the level of infrastructure construction and social public services are the two main factors to promote the development of new urbanization in Jiangsu Province.According to the evaluation results,this paper concise the problems in the development of new urbanization and put forward the policy recommendations to promote the development of new urbanization.
