A Field Research On Industrial Poverty Alleviation Practice From The Perspective Of Precise Poverty Alleviation

Alleviating and eradicating poverty,and ultimately achieving the common prosperity of the people in the whole country,are the essential requirement of socialism.Since the late 1970 s,we have put out a series of long-term poverty alleviation plan.and formulated poverty alleviation and development policy.Industry poverty alleviation is the main way to reduce poverty.We have won great achievement.The poverty population dropped from 250 million in 1978 to 43.35 million in 2016,with the incidence of poverty dropping from 30.7% to 4.5%.However,there are still some issues,such as the unclear number of the poor population,few benefits and the poor status.To achieve the goal of alleviating all the poor before 2020,it is an arduous task.President Xi proposed precision poverty alleviation in 2013 when he inspeced in HuBei province,which lead a great change in poverty reduction strategies.It is necessary to explore the problems of industry poverty alleviation,how to be precise and how to share the fruits of development from the perspective of precise poverty alleviation.Taking industry poverty alleviation in Liying village of Hubei province as the research object by the filed research method,I collect the materials in participant observation and semi-structured interviews(including company managers,village committees,villagers and the poor)way from bottom up and all round perspective.I want to find out the practical logic and operation mechanism of industry poverty alleviation in fact.Then I reflect on the problems existing in the industry poverty alleviation and put forward effective suggestions from the perspective of precis-e poverty alleviation.I show the found from three aspects: the identification of poor households,the developednt of industry,and village planning.45% poverty people in all the villagers designated by government,a high incidence,include the majority.The development of industry(industry introduction,land transfer in the selective logic,interest transfer mechanism)make the farmers lost lands and the planting industry;Village planning limits the development of the aquaculture industry.As a result,the traditional livelihood mode,"agriculture plus sideline",has undergone a radical change and the farmer becomes an unstable worker.Next I think about the industry poverty alleviation practice from the perspective of precise poverty alleviation.In terms of the concept,the industry poverty alleviation changed the traditional livelihood mode,and they have to work,and the companies and villagers do not recognize mutual dominant position,at last the villagers are forced to become the company’s vassal.In terms of precision identification,we cannot make it because of high poverty index,the process of identification and the time.In terms of precision help,the effect greatly reduced because of lack of coordination between poverty alleviation policies and the village committee selective subsidies.In view of the problems,comparing with developmental social policy,I put forward three preliminary suggestions: advantage governmental coordination and balance,nurturing the main body of the villagers and the establishing social construction and sharing mechanism.
