A Field Research On Poverty Alleviation Of Chinese Medicinal Materials Industry In Village Z Of Shanxi Province

In order to build a moderately prosperous society in an all-round way and realize the Chinese Dream of the rejuvenation of the Chinese nation,China has adopted anti-poverty policy of targeted poverty alleviation in the poverty alleviation work.This policy includes supporting rural industries,poverty alleviation through relocation,ecological compensation education,social security,etc.This paper focuses on supporting rural industries,takes supporting medical herbs industry in Z village of poor villages in the south Shanxi Province as research topic,uses the methods of interview and field survey,investigates and analyzes the implement process of policy in supporting rural industries in Z village and summarize the effect of this policy and the problems existing in it.The research has found government has become the guide of poverty alleviation by formulating policies,arranging people,providing funds,encouraging market and society.The power of market also has involved in the process of poverty alleviation and farmer cooperation organization also drives the process of poverty alleviation through supporting medical herbs industry.After 5 years of targeted poverty alleviation,Z village exited poor village.At the same time,the awareness of poverty alleviation and income of the poor both have increased.The revenue of corporations increase and more social organization appear.In addition,some problems arised such as the imbalance of division appearing in every main body in the process of policy implement,the effect of villager democratic system fading away,imperfect system for market and corporation participating in targeted poverty alleviation which also lacks of effective supervision,not full participation of corporation,not obvious effect of poverty alleviation and the barriers with which the poor have faced in the participation of supporting rural industries.The last part of this paper provides some countermeasures and suggestions on definitely settling division for main bodies,perfecting mechanism for helping the poor,guiding corporations to involve in helping the poor,improving sense of social responsibility of corporations through the system and promoting corporations’ participation willingness.
