Research On Problems And Countermeasures Of Agricultural Industry Poverty Alleviation In Lishui City Under The Background Of Precision Poverty Alleviation

General Secretary Xi Jinping pointed out that between 2015 and 2020,more than 7 million poor households should be lifted out of poverty.At the Nineteenth Congress,the CPC Central Committee pointed out that it was time for the final battle to build a well-off society in an all-round way,and that poverty alleviation should be paid at thebottom of the pot.From 2015 to today,China's poverty alleviation work has also achieved fruitful results,low-income households,pedestrian households andfile-building Kahu have all enjoyed the national poverty alleviation policy.However,in some extremely poor minority areas,many poverty alleviation projects are difficult to implement and the poverty alleviation policies have not been implemented because of cultural differences or lack of leading poverty alleviation workers with strong comprehensive strength.Therefore,on the road of poverty alleviation,agricultural industrialization is a powerful policy that can stimulate the enthusiasm of the rural poor and has strong participation.In order to enable the people in poverty-stricken areas to enjoy the dividend of the national poverty alleviation policy,it is necessary to consider the orientation,management system,industrial scale and operation mode of agricultural industrialization.For a long time,Lishui has maintained its traditional industrial structure,with low industrialization and large gap between the rich and the poor.In the counties under Lishui's jurisdiction,the proportion of tertiary industries such as service industry,tourism industry,communication industry and financial industry is very low.In terms of location,the transportation is inconvenient,the information is blocked,the thought is backward,the industrial foundation is weak,and the agricultural industrialization poverty alleviation is insufficient.In terms of capital allocation,the initial investment of agricultural industrialization takes a long time and consumes a lot of capital;in the process of policy implementation,it is easy to cause complaints and dissatisfaction of non poor households.Therefore,the cohesion and centripetal force of agricultural industrialization poverty alleviation cannot be effectively integrated.From the practical point of view of the poverty alleviation of suburban agricultural industry,this paper analyzes the problems existing in Lishui City in the process of the poverty alleviation of agricultural industrialization,such as the obvious homogeneity of agricultural industry,the instability of the internal structure of agricultural industry,the imbalance of poverty alleviation governance mechanism,the decentralization of power,the low coordination and integration of resources,the lack of overall planning in terms of industrial function and brand layout,the poverty alleviation and development mechanism of agricultural industrialization This paper analyzes the causes of the problems from three aspects: the system is not perfect;the supply side of resources is misplaced,which makes poverty alleviation weak.We hope that we can break the traditional thinking mode of agricultural poverty alleviation,innovate the ways and methods of agricultural poverty alleviation,adjust the policies of agricultural industry poverty alleviation,and put forward feasible strategies.
