Problems And Countermeasures In Inmplementing Precise Poverty Alleviation Policy

For developing countries,poverty is always a very difficult problem.How to formulate Poverty Alleviation Policies and carry out poverty alleviation work in order to achieve better poverty alleviation effect for the poor is a worldwide problem.China has a large population.The 30 years of reform and opening up have promoted the rapid development of China’s economy.The gap between the rich and the poor in urban and rural areas has widened rapidly.It is urgent to find new solutions to the problem of the poor in rural areas.In March 2014,General Secretary Xi Jinping stressed that we should aim at the special poor and implement the precise poverty alleviation policy,which marks that China’s poverty alleviation work has entered the stage of precise poverty alleviation.In 2017,the precise poverty alleviation policy was first effective.More than 10 million poor people in rural areas were lifted out of poverty,and 28 poor counties were lifted out of poverty.Therefore,the implementation of precise poverty alleviation policy is of great significance to the realization of poverty alleviation in China.This study focuses on the implementation of precise poverty alleviation policy.From the perspective of poverty alleviation,precise poverty alleviation and policy implementation,combined with anti-poverty theory,regional development theory,asset construction theory and participatory poverty alleviation theory,the author elaborates the five stages of development of China’s poverty alleviation policy.Taking Shuangliao City of Jilin Province as the object of empirical analysis,this paper sorted out the existing precise poverty alleviation policy implementation guidelines in this area,including poverty alleviation and development management policy,poverty alleviation and development work leading group appointment management policy,health poverty alleviation policy,spiritual poverty alleviation policy,poverty alleviation project asset income management policy,rural dangerous housing transformation.Policy implementation,poverty alleviation policy for the disabled,and further use of interviews,mathematical and normative analysis methods,self-made interview outline,the implementation of the precise poverty alleviation policy in Shuangliao City,Jilin Province,conducted interviews and surveys,collated and analyzed the interview results,and clarified the precise poverty alleviation policy in Shuangliao City,Jilin Province.The existing problems in the implementation process are analyzed,and the corresponding countermeasures are put forward to provide suggestions for the precise poverty alleviation policy landing,to help better solve the poverty problem in the region,and to enhance the implementation effect of the precise poverty alleviation policy.
