Yunnan Jingdongman And Other Townships For Precision Poverty Alleviation Research

Poverty is still the main problem that restricts the economic and social development of countries all over the world.The eradication of poverty has long been a dream for mankind.In the past 30 years,China has made remarkable achievements in poverty alleviation and poverty reduction.The Party Central Committee began to take targeted measures in poverty alleviation to achieve the first “Centennial goal” since the 18 th CPC National Congress.In this paper,methods of documentary research and comparative analysis was used to analyze poverty relief theories deeply.Firstly,this paper expounds the relevant theories of poverty alleviation and defines the relevant concepts of poverty alleviation related to the paper.Secondly,author analyze the general situation and practices of poverty alleviation in Mandeng town both at present and in history,including precision identification,precision assist and precision withdrawing.Thirdly,representative difficulties of poverty alleviation in Mandeng town were analyzed,mainly focus on the following three aspects: precision identification,precision assist and precision withdrawing.The mainly problems in precision identification including the misfit between registered population and actual population which make the people who are not included in registered population can’t receive the poverty alleviation,the rigid uniformity of identification criterion which make the alleviation unfair partly and can’t convince the public.The difficulties of precision assist mainly including instability of polices such as taking cadre’s speech as policy and non-acceptance of promises,imprecise of dispatch task and slack off in alleviation work.As to precision withdrawing,we found that the quality of project usually can’t be guaranteed because of time limit,weak consciousness to get rid of poverty for the poor household,and incomplete assessment mechanism for cadre,making the project difficult to complete successfully.Corresponding countermeasures are put forward to solve the existing problems in poverty alleviation on the basis of extensive research and analysis work.1.Improving the institutional environment of poverty alleviation,including enhancing poverty alleviation policy and perfecting registration system,which will make the population who living under the poverty line more clear;normalizing low payment system and procedures,which will make poverty alleviation more equitable;pre-planning which will make the implementation of project more precise and orderly;perfecting fault-tolerant mechanism,which will stimulate the actively and creativity of poor alleviation worker;perfecting evaluation mechanism,which will make poverty alleviation more reasonable and authentic.2.Improving the self-ability of poor farmers out of poverty,including education and guidance which will stimulate endogenic power of poor farmers to get rid of poverty,good infrastructure which will provide hardware conditions for building up the family fortunes,positive poverty alleviation climate and practical skills training which will raise the ability to eliminate poverty and broaden income sources.3.To develop industry,including the consolidation of the traditional industries which will guarantee the farmers’ income,a long-term and short-term industry layout which will guarantee the farmers’ long-term income,fostering leading enterprises and developing characteristic industries.
