characteristics of the town.Tourism characteristics of the town is the supply side of the reform on the development of tourism town of the second innovation,the reason why the second innovation,mainly research and theoretical practice is not Therefore,it is of great practical significance to carry out the research on the risk of tourism town in PPP mode.Based on the theory of PPP financing model,the theory of tourism town development and the theory of project risk management,this paper takes risk identification,risk assessment and risk sharing as the research of this paper.Of the main line to start,specifically including the following:First,the risk identification and identification of the evaluation index system.The author analyzes the existing problems,causes and causes of the development of tourism characteristics in China,and constructs the six risk dimensions of tourism project and the corresponding 22 specific Risk indicators.In order to ensure the professionalism and rationality of the study,the author specially selected 25 well-known university doctoral students,professors,and well-known consulting firm’s relevant practitioners,conducted a two-round questionnaire assessment show that the weight of each risk factor in the standardization layer varies greatly,of which political risk accounts for 34.7%and market risk accounts for 25.19%,accounting for the highest proportion;economic and technological risks are the second,followed by ecological and social risks;Of the risk factors because of their different emphases,there is a significant difference in the level of importance,the specific weight analysis results in Table 5-11.Finally,establish the overall risk level of the tourism characteristic township project in PPP mode.In view of the fact that at also very imperfect and the data is very ambiguous.Therefore,this paper uses fuzzy mathematics theory Construct a fuzzy comprehensive evaluation model of tourist towns in PPP mode in order to evaluate the overall risk level of the project.In this research stage,the author takes the hot spring featured township project in H County,An qing City of Anhui Province as an example to conduct an empirical analysis,which finally shows that the risk level of the project is 39.51%,which is very high,which further proves that many PPP projects fail at present fact.In addition,through in-depth study,the author also found that the reason why the overall project risk level is high is mainly because of the high proportion of political risk and market risk in this project.This verifies the most prominent political and market risks in the process of developing tourism towns.In particular,the floating risks of management rights and the diversification of laws in political risks as well as the price control risk and the competitive risk in market risk,From the side,it further reflects the prominent problems in the development process of current characteristic towns such as the dominance of the government,the mechanism of PPP risk sharing,the imperfect legal system,the similar tourism products,and the unreasonable planning and design.Finally,the author conducted a horizontal and vertical analysis of the risk factors,combined with the principle of general risk sharing,constructed a risk sharing model and put forward corresponding countermeasures.
