Study On Investment Risk Assessment And Sharing Of PPP Construction Model In Sungrape Characteristic Town

Under the macro background of accelerating the development of urban and rural development in China,the characteristic town has become an excellent carrier for comprehensively promoting new urbanization under the socialist market economy in China due to its resource advantages and industrial development advantages.This paper takes China's comprehensive construction of characteristic towns as an opportunity to develop,and uses the PPP model to build characteristic towns as an entry point.Through the study of the PPP construction model of the characteristic town of Sun Grape with regional cultural characteristics and industrial development characteristics,this paper deeply analyzes and evaluates it.The investment risk has been shared by risk,in order to promote the sustainable development of the characteristic town of Sun Grape,and provide a useful reference for the theory and practice of the construction of China's characteristic town.In this paper,the fuzzy-AHP and the ANP method are used to carry out the research,and the following conclusions are drawn.(1)The construction of the characteristic town of Sun Grape is conducive to narrowing the gap with Xi'an's economic and social development,and further promoting the integration of urban and rural economy in Xi'an;(2)Using the PPP model is conducive to building a characteristic town of Sun Grape.Fully alleviate the lack of funds in the construction of the characteristic towns of the Sun Grapes,the unclear positioning of the featured industries,the lack of construction talents and the excessive interference of the government departments;(3)Establishing an investment risk assessment system for the characteristic towns of the Sun Grapes,and The fuzzy-AHP analysis method is used to calculate the investment risk value of the town is 63.6053,and the risk value is not high.This is a solid foundation for cooperation between government departments and social capital construction.(4)Through the use of ANP to carry out risk sharing research on the characteristic town of Sun Grape,the research results show that the government departments mainly share the political risk,legal and contract risks of the construction of Sun grape characteristic towns,and the risk sharing ratio is 76%and 77%;social capital parties mainly share financial risks,other risks,construction risks and operational risks,and their share ratios are 66%,76%,79%and 78%respectively.Risk sharing research has effectively promoted the characteristic town of Sun Grape sustainable development.
