The Research On The Risk Management Of Characteristic Town-A Case Of Longxi Watertown

At present,with the principle contradiction in Chinese society shifting to that between the people's ever-growing needs for a better life and t he unbalanced and inadequate development,tourism demand has become one of the basic needs of the people,and distinctive tourist towns have become an important development direction and a new driving force of economic growth to meet the needs of the peopl e.How to grasp accurately the risk types,assess their levels scientifically,identify their sources and generation paths,realize their scientific management and effective control on the basis of the life circle of distinctive tourist towns is tied to th e success or failure of development and operation,and are also the realization of battling against the significant risks on the micro level.The study,based on the fundamental theories of investment and financing,risk management and small town development,first expounds the concepts of risk and distinctive towns and thus constructs a theoretical framework for the research on risk management of the towns.Second,with the integrated use of field survey,semi-structured interviews,Delphi method,focusin g on the typical case of Long Xi distinctive town and identifying the potential multiple risks of the project development and operation,it finds the development,construction and operation of Long Xi town project might be connected with 8 risk types,name ly political risk,legal risk,economic risk,construction risk,operational risk,market risk,social risk and ecological risk,covering 39 specific indicators.Then,the comprehensive evaluation method of fuzzy mathematics is used to evaluate the risk an d it finds that the risk probability of the whole project in Long Xi is about 31.31%,which is at a high risk level,economic risk and operational risk are in the "a little high" risk levels,which are the biggest risk sources of the project,legal risk,market risk,social risk and ecological risk are in the general level,political risk and construction risk is relatively low.Finally,it is found that Long Xi needs to build a diversified risk management body system with unified rights and responsibilitie s of competent authorities,development operators,enterprise employees and resident representatives,and a risk management organization integrating the head of the risk and hierarchical management provide support for scientific decision-making of projmanagement council,the risk management conference and the enterprise risk management department.In addition,in accordance with the situation,it proposes scientific design and planning projects from multiple dimensions of risk control,avoidance,acceptance and transfer,selects project industry types and optimizes project land use layout;it also improves the risk emergency response system,and optimizes risk level management,with continuous output risk awareness;it still improves the risk compensation mechanism,strengthens the reward and punishment for risk performance,timely adjusts the control deviation and other multiple risk control and coping strategies,and guarantees the implementation of risk management from the aspects of organization,manpower and system,and provide a systematic framework and typical cases for risk assessment of distinctive towns.
