Study On Improvement Of The Performance Management Of Jiaozhou District Of Qingdao, State Administration Of Taxation

With the concept of "the performance management" gradually accepted by the business, the government agencies have followed it's practices, performance management will be introduced to the management of government agencies. However, from the current performance management of Jiaozhou District of Qingdao,State Administration of Taxation,it didn't really grasp the meaning of performance management, it is only performance appraisal.And in practice, performance appraisal did not play it's role.Based on the theories of the performance and the performance management, And the reality of the performance management of Jiaozhou District of Qingdao,State Administration of Taxation,we find the current problems in performance management,and how to improve it. The introduction of the Balanced Scorecard, creating a new performance management based on the Balanced Scorecard. With the questionnaires and other weights to optimize Performance appraisal indicators, and pointed out the problem we should pay attention to ,on the implementation process of performance management.This article attempts to approach the Balanced Scorecard into the performance management of Jiaozhou District of Qingdao,SAT, advocate a comprehensive account of financial, taxpayers, internal processes, learning and growth model of four dimensions of performance management to develop appropriate performance indicators,of Jiaozhou District of Qingdao,SAT, and with the full use of information platform to provide data to improve the accuracy of the data to enhancing the efficiency of Performance appraisal; through the introduction of real people-oriented management, communication and performance management stressed the importance of creating a common good organization to enhance the atmosphere.
