With the development of the global economy,users are increasingly demanding projects.In order to gain greater market development space and self-development needs,some manufacturing companies in China have adopted strategic cooperation and contract outsourcing to carry out general contracting of project business.The project general contracting model has the advantages of reducing investment in user projects,dramatically shortening the construction period and improving project quality,and gradually develops into the major international engineering management model.The general contracting company must formulate clear strategic goals and establish a management system that promotes the implementation of the company's strategy in order to survive and continue to develop.As general contracting of projects started late in China,the general management of general contracting companies is simply applying the performance evaluation of manufacturing companies.There are shortcomings such as lack of strategic objectives,financial indicators,short-term interests,and neglect of growth ability.Obstructing the development of general contractors,there is an urgent need to establish an objective and effective performance appraisal system and to guide enterprises to achieve their strategic goals.Based on the theory of Balanced Scorecard,the article uses the case study method as a means to select a general contracting company affiliated to a large-scale equipment manufacturing group as a case study object.In the process of creating the Balanced Scorecard,the first step is to determine the company's strategic objectives.Secondly,analyze the problems existing in the company's early stage performance management,analyze the main aspects of project management,and formulate optimization and improvement measures.Finally,use Balanced Scorecard theory,based on the strategic objectives of the case study object,formulating the evaluation indicators for the four dimensions of the Balanced Scorecard,and decomposes the strategic objectives and key performance indicators into the company,department,and employees,creating a realistic balance for the DHR company.Scorecardperformance evaluation system.In the research,the project general contracting project was taken as a single strategic goal and the Balanced Scorecard of the project department was established around the goal of commissioning the project on schedule.The key performance indicators were set in the four dimensions,from the creation of the project's maximum revenue,the construction of user-satisfactory quality projects,the efficient and smooth project organization,and the improvement of employees' capabilities,and were detailed to the work of all members of the engineering project department,and the establishment of a balance meter.The guarantee measures and incentives and restrictions mechanism implemented by the sub-cards shall be used to complete the individual strategic objectives to promote the realization of the short-term goals and phases of the DHR company and continuously improve the management capabilities of the project.The performance evaluation system of the engineering project department and the performance evaluation system of the company level promote and complement each other and jointly accelerate the achievement of strategic goals.The creation of Balanced Scorecard established a bridge between corporate strategy and implementation,and formed a management system that comprehensively promotes the execution of the company's strategy.In order to maximize the performance of the Balanced Scorecard performance management,and continuously improve the engineering design level and project management capabilities of the EPC general contracting project,we have formulated a comprehensive range of safeguard measures for implementing Balanced Scorecard.First of all,from the importance of personnel training and guidance to employees,to enhance the company's engineering design level,lead the industry development,enhance the company's sustainable development capabilities;Second,the organizational structure adjustment,optimization and improvement of business processes,so that the plan control efficient and smooth;and then set up the project.The project department establishes a matrix organization to promote active communication among various departments of the company,thereby improving the efficiency of EPC project general contracting projects.Finally,by establishing an incentive assessment mechanism and adopting a monthly evaluation system,the target is implemented in all departments andemployees of the company,and timely improvement,optimization and adjustment will promote the internal management of the company to be more scientific and efficient.Relying on the Balanced Scorecard as a performance management tool,strategic execution has become a continuous process,so as to continuously enhance the company's brand value,enhance its core competitiveness,and ensure that the company will always move forward with long-term strategic goals.
