With the continuous and rapid development of China's economy,more and more enterprises are participating in the wave of reform and development.In the field of market economy,fraudulent defaults,fake and shoddy goods,tax evasion and other illegal behaviors have been exposed,and the healthy development of market economy has been threatened.Therefore,the regulation of credit enterprise become a government push to take off the job,how to establish and improve the enterprise credit regulation of market economy in our country,has become an important research topic of China's social and economic development.In this article,through the research and the research status of enterprise credit regulation at home and abroad and the theory,from the enterprise credit,enterprise credit deficiency,enterprise credit supervision and other relevant concepts and citizen participation theory and governance theory,explore the behavior of discredit in enterprises,the analysis of the causes of the performance and the key of enterprise credit supervising actuality and the role of enterprise credit information publicity system and shortcomings were analyzed,and an analysis of the causes of the above problems,from raising citizen participation enterprise credit supervision and stimulate the construction of enterprise credit enthusiasm,improve enterprise disciplinary laws and regulations and improve the ability of industrial and commercial team construction,put forward with pertinence and practical solution.Through the study found that cause there are a few main reasons for enterprise faithless behavior,one is the enterprise faithless behavior lack of legally binding,2 it is information asymmetry between enterprises or between enterprises and consumers,three is the enterprise itself too pursuit of economic benefits and ignore the good faith construction.Guangxi at present is mainly through the enterprise credit classification to monitor key industries and set up enterprise credit information publicity system,form a complete set of enterprise credit management measures related to a means to realize enterprise credit regulation.Through the introduction of enterprise credit information publicity system,convenient to the masses of the public to the enterprise information query and supervision and also facilitate the ministry of commerce and industry joint taxation,public security,and environmental protection department of quality control for regulation of enterprise management and broaden the channels of social supervision,improve the government efficiency.To the enterprise credit information publicity system,analyzing the deficiencies such as enterprise information insufficiency,the enterprise information the imperfection of the supervision,civil awareness and low utilization rate of the public system defect cause analysis.In the process of analyzing the above shortcomings,the countermeasures are put forward.Firstly,it is to improve the participation of citizens in the credit supervision of enterprises,to popularize the knowledge of the public display system of enterprises,and to help the masses understand how to query and supervise the public information of enterprises.Second,by responsive regulatory stimulate enterprises actively involved in the enterprise's credit construction,use of enterprise credit information publicity system "an illegal,everywhere limited",the mechanism of reversed transmission enterprise initiative to maintain their own credit,thereby reducing the occurrence of dishonest ACTS.Third,establish and improve the relevant laws and regulations of the enterprise credit management,legal,the laws,by the whole society to the enterprise credit,the administration of perfecting the government's governance means of enterprise credit.Finally,improve the ability of industrial and commercial team construction,strengthen the business training,and knowledge by conducting experience exchange and case analysis,improve the work ability of cadres for industry and commerce enterprise credit regulation,at the same time should be accountability mechanisms,establish the responsibility consciousness,to do a good job of supervision.
