Study On Enterprise Credit Regulatory Of Changsha City Administration For Industry And Commerce Management System

Credit is becoming more and more important with further development of China's economic system reform and the rapid development of the socialist market economy.China has begun to comprehensively promote the construction of social credit system for several years.The credit situation of enterprises are related to the economic order of the entire market.Supervisions from the administrative department of management are helping to maintain a fair market order,helping to improve the socialist market economic system and helping to promote the harmonious development of society.Enterprise credit is the most basic content of the social credit system,and it also the most important content in the market economy.In addition,it is of great significance to study the issue of enterprises credit supervision of industrial and commercial systems can promote the construction of social credit systems.Domestic scholars have analyzed and studied how to build a social credit system and how to effectively supervise market entities from different angles.However,these existing researches have less content about the enterprise credit supervision of business systems.Especially for the problems such as how to build enterprise credit supervision systems,and who is in the driving seat on building enterprise credit supervision systems,are even hard to find authoritative research results.Neither a complete theoretical system nor a mature practice model can be referenced.This paper takes State Administration for Industry and Commerce(SAIC)of Changsha as an example to study the problems existing in the construction of enterprise credit system.Through collecting the annual work plan and work summary of the SAIC of Changsha for the past five years,reading relevant policies and systems,and analyzing the problems existing in the construction of the enterprise credit supervision in Changsha.Dissecting the reasons of these problems by using public management theories such as information asymmetry theory,transaction cost theory and game theory.Then,countermeasures are proposed from the four aspects such as legal system construction,credit information system construction,corporate credit supervision and guarantee implementation.This paper studies the administrative authority for industry and commerce in the enterprise credit management system of the construction of function,which can not only provide a theoretical reference for the practice of the system to the internal enterprise credit management system,but also provide the theory reference for the government function orientation.The studies on the current situation,problems,reasons and countermeasures of Changsha's enterprise credit supervision construction are systematic,comprehensive and operability.
