Study On The Problems And Countermeasures Of Enterprise Credit Supervision In T City Industry And Commerce Bureau Of Hubei Province

Enterprise credit is an important part of social credit system,It's affecting the steady development of the market economy.Since the Reform of China's Commercial Registration System,The market access threshold has been lowered so that the number of businesses has grown rapidly and the market dynamism has been stimulated effectively.But meanwhile,The problem of enterprise dishonesty is becoming increasingly prominent and bring challenges to enterprise credit supervision.The Administration of Industry and Commerce is one of the important functional departments to implement enterprise credit supervision,from the Perspective of T City Industry and Commerce Bureau of Hubei Province,study on the enterprise credit supervision.It is of great significance to understand the current situation of enterprise credit supervision in grass-roots departments and promote its development.First of all,relevant theories such as public management,information economics and game theory are used to analyze the causes of enterprises' dishonest behaviors in the market,which are embodied in the following aspects:The first is the asymmetry of market information,which creates conditions for opportunism and easily leads to adverse selection due to the different information acquired by both parties.Second,the incentive and punishment mechanism is not perfect,and the measures taken for the incentive and punishment for breach of trust are not enough,the "speculative mentality" exists in dishonest enterprises in order to obtain the maximum benefits.Third,the social public forces have not been fully exerted,the pattern of pluralistic and coordinated governance has not been formed,and the Corporate 's awareness of integrity is not strong enough.Secondly,through the study of the current situation of enterprise credit supervision in T city,it is pointed out that there are still many problems in the current enterprise credit supervision in T city,such as lagging of supervision legal system,poor credit information sharing,imperfect regulatory platform,strong dependence on government departments and so on.It makes it difficult for supervisors to achieve the best results in the actual operation process,fail to meet the expectations of the public,and damaging the credibility of government departments.The last,find the direction to solve the exposed problems.By consulting the literature and comparing the advanced experience of enterprise credit supervision at home and abroad,this paper puts forward countermeasures and suggestions in line with the actual situation of enterprise credit supervision in T city to improve the effectiveness of enterprise credit supervision.This is reflected in the following five dimensions:legal guarantee,information platform construction,perfecting incentive and punishment mechanism,improving the regulatory system,and accelerating the transformation of government functions to build a social co-governance system.
