Research On The Maturity Model Of Government Purchasing Public Service Capability

With the accelerated process of internationalization markets,the people's demand for public services become more and more strong.In the critical period of the whole society transformation,our government made all kinds of positive attempt and effort to speed up the transformation government function,improve government efficiency.Providing public services is an important function of governments.Governments offer public services by the way of purchasing from social forces,which is a vital innovation of public service supply.Studying the Government Procuring Services in the dissertation,based on researching Organizational Project Management Maturity Model,combining the characters of the Government Procuring Services,the thesis uses the measure combining qualitative and quantitative approaches and built on the Government Procuring Services Maturity Model.This article firstly analysis the background of Government Procuring Services,and clears the the significance of the study,and sort out the theoretical knowledge of the government purchase of public services and the maturity model.This core content that is study on the capability maturity of Government Procuring Services,analysis of government,social organization,the public and external environment,Based on this,Maturity models include Structure model and Evaluation model.In the structure model of government purchase of public services,this paper analyzes from the two aspects of the government purchase of public service.Then,the AHP is used to determine the weight of each criterion layer and index layer.Finally,In this paper,the model and the fuzzy comprehensive evaluation method are used to evaluate the maturity level of public service of Tianjin government,this paper use Radar Chart to evaluate,according to the evaluation results,the corresponding suggestions are put forward,in order to achieve the purpose of improving the level of maturity.
