Although the industrial revolution has made great fortune for countries all over the world, it alsohas caused serious environmental pollution. As greenhouse gases emissions are increasing year byyear, the melting of polar ice is speeding, resulting in rising of sea level and disappearing of coastalisland countries.Energy reserves give priority to fossil fuels, the industrial structure is notreasonable as well as the technology of energy conservation and pollution reduction is backward,consequently, contradiction among environment, energy and economy in China is highlightinggradually.In order to solve the problem,China began to develop low-carbon economy after thedeveloped countries,such as Europe and America,and designated five provinces and eight cities forpilot projects for low-carbon cities and low-carbon industrial areas.Achievements have beenmade,however,perfect evaluating system still don’t exist.Based on past researches on low-carbon economic evaluating, this paper is aimed to put forwardsome evaluating indicator system for low-carbon economic development in China. The evaluatingsystem is characterized by six dimensions and thirty-six indicators.This paper takes low-carboneconomic development data of Jiangsu province from2002to2011as a sample and verifies therationality and feasibility of indicator system through principal component analysis and greycomprehensive evaluation. All these indicators are divided into five groups and analysis is carriedout by group in principal component analysis, while the grey comprehensive evaluation followsdimension classification, besides it also evaluates the low-carbon economic development overall.Combining with the sample data, this paper gives detailed interpretation and analysis on results oftwo methods, which have relatively high consistency.All the verification can show that evaluatingindicator system is feasible and reasonable.Research achievements and forward-looking forecasteson evaluating indicator system of low-carbon economic development are also mentioned at the endof the paper.
