The Study On Foundation And Application Of Maturity Model Based On Synergetic Innovation Project

With the accelerated process of internationalization markets and the increasing competition,innovation is related to regional and national economic development level increasingly.Currently, innovative research has gradually shifted from a single techno logical innovation,knowledge innovation, ability innovation to multi-agent synergetic innovation. since theintroduction of synergetic innovation, it has been got widespread concern, in recent years,research of synergetic innovation has become more and more mature. Especially, thenational long-term scientific and technological development program indicated that thebreakthrough of national innovation system is to construct the technological innovationsystem which enterprises are the mainstay and university and government can be combined,this is the first time that synergetic innovation has been mentioned to the nationaldevelopment strategy level.Capability Maturity Model was originally raised from the software industry bySoftware Engineering Institute, and now has been widely used in software development,project management and other fields.This article firstly defines the research status of synergetic innovation and capabilitymaturity model, and clears the background. This core content that is the application processof synergetic innovation project of applying capability maturity model, after the threedifferent stages, the preparation-evaluation-improvement stage are order to improve thematurity level. Based on this, the maturity model is divided into maturity structure model,maturity assessment model and improved model. In the part of the structural model, thepaper analyzes from its external and internal structures, and the external structure containsfive levels of maturity model, the internal structure of synergetic innovation projects will bedivided into7maturity criterion layers and34layers of the key indicators by using AHP todetermine the criteria and index weights. Then, this paper applies evaluation model-cobweb model to evaluate, and applies the IDEAL model to analyze the results of theevaluation and achieve an improved procedure to reach the purpose of enhancing maturitylevel.
