Research On The Operation Mechanism For Government Purchase Of Social Organizations Public Services

With the rapid development of the market economy,to accelerate the transformation of government functions and improve government efficiency has become an urgent job of government reform.The government provides service to the public through the use of financial funds to the social organizations and other means of providing services to the public.It can not only reduce the burden of government,improve the efficiency of government work efficiency and the efficiency of financial funds,but also through the introduction of social and market forces,to provide a new mechanism for government management and new energy.However,in the process of running,the government purchase of services has also encountered some problems,and there is no standard operation mode,therefore,this paper has carried on the research to effectively promote the implementation of the governmen purchase of services in china.First,this paper introduces the development of the theory of public service and it analysis the connotation and characteristics for the Government Procuring Services on the basis of new public management theory,public governance theory for theory,and make the comparison of domestic and foreign government purchase service operation situation.Secondly,the paper gives the clear role of multi-agent and external environment analysis about the government purchase services.And analysis operation process to construct the multi agent collaboration model.It offered effective theoretical support to realize the government procurement of services.Based on IDEF techniques,this paper build the Government Procuring Services mode of operation,providing a reference for its operation.According to the model and impact factors,the paper established a government purchase service performance evaluation index system,and chose the fuzzy comprehensive evaluation method as the evaluation method so that can evaluate each index respectively.To improve the operation mechanism put forward a clear direction.Finally,the article introduced the condition in operation of the Tianjin municipal government,this study tries to calculate the running effect through the evaluation model to find out the key factors.Then according to the correlative contents of operational mechanism,it proposed measures and tactics to move forward a single step to improve operation and promote the development of social organizations,provide the public with a more satisfactory service.
