Study On The Mechanism Of Land Increment Income Distribution In The Process Of Agricultural Land Conversion In Jilin Province

From 2004 to 2016,the central government issued the "No.1 document" being related with agriculture,rural areas,and farmers for 13 consecutive years.The country has become more and more concerned about the "three rural" aspects.The peasant problem has always been the core problem of the "three rural" problem,and the land is the main source and basic condition for the farmers to obtain the economic income.With the continuous development of China's economy and the advancement of industrialization,the level of urbanization in China has been continuously improved(as of 2014,China's urbanization level has exceeded 50%,but also in the growth stage).Urban land in the construction of land can not meet the rapid development of the city,so a large number of rural collective land was levied and requisitioned.The rate of agricultural land conversion was accelerated.Rural land expropriation and landlessness have become a necessary condition for national development.However,there are many problems in agricultural land non-agriculturalization,such as the lack of rural collective land property right system,the unclear property rights of rural collective land and the irrationality of rural land expropriation system.These problems led to the agricultural land non-agricultural land value-added income distribution is not balanced.The compensation fees landless farmers received can not maintain the future life,and farmers suffered serious losses,triggering farmers' dissatisfaction with the community.In addition,too much intervention of the government in the market leads to the land market failure.Land resources can not be reasonably used.In this paper,the distribution system of rural non-agricultural land value-added income distribution and related theories in recent years has been carefully sorted out,and the existing rural land acquisition rules and regulations in Jilin Province have been collected by field investigation.The survey site is collected through the land market in China Area of land transactions for nearly five years.Based on the statistical analysis of the collected data,the damage degree of the landless peasants in the survey area was measured.Finally,this paper puts forward scientific and reasonable suggestions from the aspects of rural collective land property right,land expropriation,national social security system and state tax system,and so on.Finally,the paper puts forward the scientific and reasonable suggestions from the aspects of rural collective land property right,land expropriation,national social security system and state tax system.So that the rural collective land property rights can be fair and reasonable land value gains,while the relevant state management departments to provide scientific basis for decision-making.
