In recent years, with the accelerating of industrialization and urbanization, the urban construction land was in short supply and the agricultural collective land on the edge of the city was took up largely,and converted into non-agricultural land. It has produced great value-added through changing the land-using, and the redistribution among the farmers, local government and the end users.As for how to measure the land appreciation forehead, how to ensure the fair and reasonable allocation between different interest subjects, especially safeguarding the fundamental interests of the disadvantaged farmers would be a difficult problem, and it was also important to perfect the land system.Based on land management system and the unreasonable distribution of land income, and combined with the theory of land property rights, the theory of the Marx’s theory of land rent, the author build a model to calculate the Land value-added benefits, and how to distribution between different subjects, taking Chengdu as an example for empirical analysis to testify its reasonable. Finally, I got the conclusions:The first,The land value-added income comes from the conversion, investment and supply and demand,named value-added of use conversion, value-added of inputs, value-added of supply and demand. The value-added of inputs occupied a larger portion of the total value-added benefits,and the value-added of use conversion and value-added of supply-demand are smaller,because they are affected by the Urban economy or location and any other more.The second, total value added of the requisition land was the overage of the price of Land for construction and agricultural,deducting the collection costs,and development costs.The third,in the empirical analysis,value-added of use conversion in the first and second spheres counties averaged about 10-15%,the third 30%,showing the trend of increasing outward from the city center.The proportion of the investment value around 90% in second spheres counties,the main city area and third spheres was more than 70%,showing the trend of decreasing from the second districts as the center of the circle, to first and second spheres counties.The forth, Based on property rights and source to allocate the added, Government obtained the value-added of inputs and supply-demand, and farmers (collective) received the value-added of use conversion.The last one, Based on property rights and source to allocate the added, Farmers’ income will be divided into land compensation and value-added of use conversion,and it would greatly increase the income of farmers whose land is requisitioned after, and improve the proportion of their share of value-added benefits.
