In the process of land acquisition and conversion,along with the transformation of land ownership and value forms,agricultural land appreciation income will be redistributed among multiple stakeholders.However,there are significant differences in the socio-economic status of various stakeholders,so the corresponding distribution of benefits is not reasonable.As a vulnerable trading group,farmers suffered a great loss of profits in the collection of agricultural land.The issue of agricultural land acquisition and conversion has a close relationship with the stability of rural society and the development of agricultural economy.The allocation of agricultural land acquisition and conversion income should be given full attention.This article takes Hubei Province as an example,based on the contributions of farmers' collectives and the government on the appreciation of land value and the risks that should be borne by them.It measures and allocates the value-added benefits of agricultural land in 17 cities(prefectures)of Hubei Province,to explore the relations and spatial differentiation characteristics of distribution between farmers' collectives and governments,at the same time,to compare the actual distribution results of agricultural land acquisition and conversion income under the current land acquisition policy with the theoretical distribution results,and to analyze the differences between them.The research shows that in terms of land appreciation and conversion,the average contribution of farmer collectives and government to land appreciation in the process of agricultural land acquisition and conversion in Hubei Province was 27.31% and 72.69%,respectively.The higher the level of economic development,the lower the proportion of the collective contribution of the peasant groups in the prefectural cities to the value-added of the land,which is generally between 10% and 18%.The lower the level of economic development,the higher the proportion of the collective contribution of the peasants in the prefectural cities to the value-added of the agricultural land,which is about 35% to 50%;As for the risk of agricultural land acquisition and conversion,the average proportion of risks that the farmers' collectives and the government should bear in the process of expropriating farmland in Hubei Province are 67.67% and 32.33%,respectively.The proportion of risks that farmers in the cities(prefectures)need to bear collectively is roughly between 60% and 80%.The regional distribution of risk allocation ratios is small.From the results of theoretical distribution,it can be seen that,in the acquisition and conversion of agricultural land,the collective income value of farmers' collective gains is 299.79-14.128 million yuan/ha,and the distribution ratio is 17.8% to 66.13%.On the whole,the more economically developed areas,the higher the value-added income line,but the lower the proportion of the total value-added amount.Through the comparison between theory and practice,it has been found that the current distribution model has harmed the collective economic rights and interests of farmers to a large extent.Finally,the paper puts forward relevant suggestions from the aspects of agricultural land acquisition compensation standards,resettlement measures,local finance,and land market.
