County and township highway is one of the main components of the highway system in our country,but also an important part of rural roads,its construction for the development of urban and rural economy plays a vital role.Although China has invested a lot of money on the county and township roads to build,but the local government investment funds,after all,limited,so the introduction of the BT model to complete the construction of county roads,this model can obtain adequate construction funds through financing method,thus reducing the government's financial pressure.In this paper,a serious shortage of the county and township highway construction funds is the biggest problem,through the BT model to complete the construction,at the same time,it also produced the revenue distribution among the BT project participants in solving the financial problems,each cooperative participant has their own strategy and want to get the maximum benefit from the union,so we must make a scientific plan in a variety of a variety of distribution programs.Finally,the article uses the Shapley method and the Nash negotiation method in the cooperative game to allocate the revenue of the project participants.After analyzing the basic overview and characteristics of the BT project of the county and township roads,this paper studies the theory and the specific classification of the stakeholders.In order to complete the revenue distribution of the project participants fairly and reasonably,the paper analyzes the characteristics and principles of the revenue distribution and influencing factors in-depth study.Then,by studying several solutions of cooperative game,the results of different solutions are obtained by a simple example,and the Shapley method and Nash negotiation method are selected after analyzing the data.The focus of this paper is the fourth and fifth chapter,under the condition of satisfying the relevant axiom,the Shapley method and the Nash negotiation method are established to solve the profit distribution,then the model is analyzed and solved.Because the parameters in the model are simple,so the revenue distribution scheme can not be fair and equitable.Therefore,the fifth chapter introduces the proportion of investment funds,risk factors,contribution factors and cooperative execution factors to modify the model so that the result is more reasonable science.At the end of the paper,taking the county roads between Zhengzhou and Kaifeng as an example,after analyzing the relevant data,the two cooperative game models are validated,finally,the correctness of the model and the feasibility of the BT model in the construction are obtained.It has been widely used to study the revenue distribution through the Shapley value method and the Nash negotiation method in the cooperative game,but the application in the BT construction mode is a new attempt,in this paper,through the BT model to complete the construction of county and township roads is also a new method,in reducing the pressure on government funds,but also for the county and township road construction of this public infrastructure provides a new way of thinking and methods in the future.
