Objective: To comprehensively grasp the capacity of the status quo of the Poyang Lake Ecological Economic Zone Market Supervision and Administration Bureau of township food distribution,including people,financial,material and so on.To comprehensively evaluate the difference between different counties of food safety supervision and management capacity.In order to provide reference for the evaluation of the food regulatory capacity of villages and towns,and to provide the basis for the promotion of food supervision in the Poyang Lake Ecological Economic Zone.Methods: This paper constructs the index system of township food regulation ability through literature research,investigates 325 dispatching institutions in 37 counties of Poyang Lake Ecological Economic Zone,investigates the current situation of its supervisory capacity,and uses the weighted TOPSIS method to evaluate the 37 counties.Results: By the end of October 2016,the study were investigated in 37 counties 325 market supervision and management of township offices of Poyang Lake Ecological Economic Zone.Poyang Lake Ecological Economic Zone food regulatory capacity of the status quo:(1)In the organization of the status quo,the coverage rate and the normal operation rate of dispatched agencies were 100%.(2)In terms of the status of human resources of institutions,the rate of staff is 102.60%,per million population have 1.30 food safety supervision personnel,supervision personnel of the unit average number is 51.92,the number of food related professional accounted for 20.62% of the total number of persons,bachelor degree or above accounted for 25.22% of the total number of persons,over the age of 50 accounted for the total number of 39.25%.(3)In the case of the supervision of the operation of the financial sector,the total revenue and expenditure of the agency is a difference of 12,098,900 yuan,with per capita working expenses were 0.30 yuan,and the government appropriated 94.92% of the total income.The basic expenditure accounts for about $91.10% of the total expenditure.(4)In the aspect of security supervision ability,the standard rate of business housing area was 51.38%,the standard rate of law enforcement vehicles and equipment was 84.92%,the standard rate of basic law enforcement equipment was 24.46%,compliance rate of law enforcement forensics tools for rapid detection equipment was 4.00%,the standard rate of rapid detection equipment compliance was 1.71%,the standard rate of emergency special tool compliance was 0.82%.(5)Using weighted TOPSIS to evaluate the status quo of food safety supervision and found that Wanli District,Yuehu District,Xihu District,Donghu District,Qingyunpu District ranked before.The 5 districts of the township agencies of food safety regulatory capacity was better.Conclusion: The regulatory capacity of Poyang Lake Ecological Economic Zone under the jurisdiction of 37 counties 325 food safety supervision Township agencies:(1)Institutions are set in place,and the operation is normal.It ndicates that the township food safety supervision of the institutional platform build a better market conditions and food safety supervision of the institutions set up reform measures in place.(2)The number of qualified personnel is enough,the quality is not high.The number of personnel has been able to meet the needs of the township food safety supervision,but the food safety supervision team professional quality is not high,the proportion of relevant professionals is low,there are a large number of non-professionals;lower education;older,serious aging;The supervision work needs to meet the personnel access standard,organize the personnel training,enhance the personnel team's professional accomplishment.(3)Township dispatched institutions economic difficulties,the overall make ends meet,and the economic resources are mainly dependent on the government's financial allocations and are mainly used for the basic expenses of the institutions.The funding for food safety supervision is almost blank.Township food safety regulators are new institutions under the conditions of large market reform,it is recommended that the government should as soon as possible to find out the daily work of township agencies,reasonable allocation of funds,bring into the government budget,and establish long-term mechanism to ensure that Food safety supervision work to carry out the normal;dispatch agencies should also actively apply for food safety supervision of special funds.(4)The business area of food safety supervision Township dispatched office is seriously inadequate,related equipment and equipment with a far worse national standards,especially law enforcement forensic tools,rapid detection equipment,emergency special tools,almost blank,It is difficult to guarantee the need for food safety supervision in villages and towns,food safety problems are difficult to exclude.It is suggested that the government should be equipped with the necessary business room and equipment for food safety supervision as soon as possible,so as to ensure the normal development of food safety supervision.(5)Through the comprehensive evaluation of the food safety supervision ability of the townships in 37 counties and districts of Poyang Lake Ecological Economic Zone,it is found that the gap between the food safety supervision capacity of the townships in different regions is large.The region should be balanced,establish relevant systems and mechanisms,establish mutual learning mechanism and promote the application;establish mutual help mechanism.Comprehensively enhance the Poyang Lake Ecological Economic Zone township dispatched agencies food safety supervision ability to promote the local food safety supervision work to prevent the occurrence of food insecurity,protect the health of the masses and promote the establishment of a harmonious society.In short,from the perspective of the food safety regulatory capacity of Poyang Lake Ecological Economic Zone of the township dispatched institutions,the township dispatched institution build a better platform,food safety regulatory system framework is basically completed,but the connotation construction of the supervisory capacity is still unsatisfactory,the working capital is insufficient,the quality of the team is not high,the service space and the basic equipment are insufficient;this may lead to township food safety supervision is difficult to normal development,rural food safety is difficult to guarantee.It is suggested that the local government should attach great importance to construct the food safety regulatory capacity of township dispatched institutions,focus on the areas where the food safety supervision capacity is poorly arranged,allocate the working expenses reasonably,strictly enter the personnel,strengthen the allocation of supervision equipment,and improve the food safety regulatory capacity of township dispatched institutions to ensure food safety in rural areas.
