Objective: A comprehensive grasp of the status of food safety supervision in Ganzhou township market supervision and Management Branch,mainly including the construction of institutions,the team of supervisors,the expenditure of food supervision and supervision,and the ability of food supervision and control.The comprehensive evaluation of the food safety supervision and management ability of the township supervision and Management Branches in different counties and districts is carried out to provide the basis for improving the food safety supervision ability of the Ganzhou township market supervision and Management Branch.Methods: The evaluation index system of food safety supervision ability in the township market supervision and Management Branch was constructed through literature research,and 153 township market supervision and management sub bureaus were surveyed in 19 counties in Ganzhou,and the status of food safety supervision ability was investigated and understood.And the weighted rank sum ratio method was applied to the Branch of township market supervision and management in the 19 counties.Comprehensive evaluation of food supervision ability.Results: This study investigated 153 township market supervision and management sub bureaus in 19 counties and districts under the jurisdiction of Ganzhou.By the end of October 2016,the status of food safety supervision and supervision in Ganzhou township market supervision and Management Branch was as follows: the level of institutional coverage and the normal operating rate of the institutions were 100%,the rate of staff was 101.38%,the number of regulatory units per supervisor was 142.93,and 1.13 supervisors per 10000 population;The ratio is19.38%,the proportion of food related professionals is 13.04%,and the proportion of personnel over 50 years old is 32.43%;the total expenditure difference of the township market supervision and management branch is-501 million yuan,the government financial appropriation accounts for 98.45% of the total income of the sub Bureau,the per capita supervision work expenditure is 0.15 yuan,and the basicexpenditure accounts for 89.84% of the total expenditure.The rate of the allocation area of the house is 82.35%,the rate of the regulatory basic equipment is 17.94%,the equipment rate of the supervised vehicle is 66.67%,the rate of the regulatory evidence equipment is 2.45%,the rate of the rapid detection equipment is 1.83%,and the rate of the emergency special equipment is 0%.In 19 counties of Ganzhou,the weighted rank sum ratio method is used to evaluate the status of food supervision ability.It is found that Zhanggong District,Ruijin City,Yudu county and Longnan county are on the upper level,and the food safety supervision ability of the township market supervision and management sub Bureau of the 4 counties is relatively good.Conclusion:The supervisory capacity of 153 township market supervision and management sub bureaus in 19 counties and districts under the jurisdiction of Ganzhou is:(1)high coverage of institutional construction and better operation,grass-roots food safety supervision force gradually enriched,effectively integrated the resources of food safety supervision,the responsibilities of various institutions more clear,more rigorous level,for further strengthening and improvement of the food safety supervision work system has an important role.(2)the total amount of human resources has basically met the needs,the number of troops has been expanded,but the number of supervision targets is still huge,and the tasks of supervisors are heavier.The overall quality of the supervisors is not high,the educational background is generally low,the proportion of food related professionals is low,the young power is lacking,and the structure of education,specialty and age needs to be improved.We should improve the standards of industry access,strict professional and educational requirements,attract more young people with food related specialties,improve the training and assessment mechanism,and enhance the comprehensive quality of the supervisors.(3)most counties and sub branches are in poor financial condition,and the situation is more serious than their income.The funds mainly rely on the government's financial allocations,and there are very few funds for food safety supervision.It is necessary to formulate reasonable funds for the use of allocation policy,the use of funds and the flow of control,reasonable allocation of limited funds;increase the input of special funds for food safety supervision,the township market supervision and Management Branch should also actively apply,effectivelystrengthen its own construction.(4)housing construction still has a big gap with the allocation standard,and the equipment compliance rate is low.In order to meet the needs of the actual work,it should be equipped with the practical housing and equipment in accordance with the actual conditions of the villages and towns as soon as possible,to deal with the unqualified housing or equipment in time,to increase the input of all kinds of law enforcement equipment,to equip all kinds of equipment gradually,and to strengthen the training of the personnel of the law enforcement equipment,so that the law enforcement equipment can be truly used.(5)At the difference of food safety supervision ability between counties is large,and the supervision ability of counties is unbalanced.The district needs to adapt to local conditions,strengthen exchanges and cooperation in practical work,take advantage of the use of limited resources,cooperate with each other,increase the strength of the weak areas of the grass-roots regulatory institutions,carry out better study in the county area,and increase the evaluation to promote the work of food safety supervision more rigorous and powerful.As mentioned above,the reform of food safety regulatory agencies needs to be gradual and the policies and measures need to be improved.From the point of view of Ganzhou,the reform of the township market supervision and Management Branch is not mature.Although a good platform has been set up,the food safety supervision system suitable for the grass-roots level is set up,but it still faces the shortage of special funds for food safety supervision,the low quality of the supervision team and the inability to meet the requirements of the business housing allocation.The lack of basic equipment and other problems will make the supervision work unable to carry out normally.It is suggested that the local government should attach great importance to the construction of food safety supervision ability in various counties and districts,and put the focus on the weak areas of regulatory capacity building,rationally allocate relevant funds,improve the overall quality of human resources,and improve the equipment of all kinds of law enforcement so as to guarantee the health of the people and promote the Ganzhou region as a whole food safety supervision ability.
