Third Party Supervision Agencies

In recent years,food safety incidents are common, food problems are emerging,impacts and losses caused by them are increasing, how to solve the current foodsafety issues is top priority. Inspection and detection technologies are the basicguarantee of food safety supervision. This paper, based on the theoryof new publicmanagement(NPM) and government procurement of services, explains because ofthe transformation of government functions, the traditional public service producershave been unable to meet the needs of today’s society for public services,but thepursuit of more efficient,cost-saving public services in the process of providingpublic services. Based on our country’s food safety status quo, this paper fullyexpounds the outstanding problems that exist in the food safety supervision, analysesthe reasons of the lack of regulation, proposed in the new supervision model withthird party supervision agencies. The third-party supervision agencies provideprofessional technical support and guarantee for the food safety authority inAdministrative law enforcement, supervision and management with the methods ofinspection and detection technologies in food safety, otherwise, provideindependent food safety testing service for the public. Give full play to the role ofthird-party supervision agencies is an important means to supply governmentregulation. At the same time the government can not keep aside, it should strictlycontroll the price of third-party testing, prevent information monopoly, eliminateunfair competition, form healthy competition mechanism at last. In this paper, we dosome research and analysis on the status of the inspection and testing institutions inJiangxi province, and select some representative third-party supervision agencies fordata comparison, it fully proves rationality and feasibility of third-party supervisionagencies’ regulatory approach, and also designs a simple organizational structureand operation model of the third-party supervision agencies.
