The Research On Grassroots Food Safety Supervision System

“To eat for days,food safety first.” Food safety is related to the health and life safety of the masses and it is important to realize the people's wish for a good life.Since the 18 th national congress of the communist party of China(CPC),central committee of the communist party of China has attached great importance to food safety,doing utmost to safeguard food safety.Under the strong steps of the Party and the state,food safety supervision capability and the overall level of food safety has made obvious progress,but the situation of food safety is still serious.To speed up to establish food safety regulatory system,in 2013,the state council of the people's republic of China issued “Guidance on local reform and improvement of the food and drug regulatory system”,deployed on local reform,and put forward "the food and drug supervision and administration department at the county level may establish the food and drug regulatory agencies in the townships or the specified areas,equipped with the necessary technical equipment,to ensure food and drug regulatory capacity is strengthened in the regulatory resources integration.” In practice,some places set up food regulatory agencies in each townships,some breaking through administrative division boundaries,set up food regulatory agencies by dividing the area.How to choose the food safety supervision system at the township level,establish the system according to local conditions,perfect the local food safety supervision system,and give play to the role of food safety supervision at the the township level are the important problems encountered by local governments in food safety governance.This paper takes the food safety supervision mode at the township level of M city as an example.Firstly,through the survey and interview of the township food regulatory agency mode and the district food regulatory agency mode existing in M city,analysis and summary their characteristics,advantages and disadvantages.Secondly,analysis and summary of the applicability of the two models to provide some reference for the selection of food regulatory agency mode at the township level,on the relations with the township people's governments(urban neighborhood offices),team construction,construction investment and regulatory effectiveness.We found that the township food regulatory agency praised by the masses which is closely related to the township people's governments(urban neighborhood offices)and has good coordination ability is suitable for areas with complex and centralized regulatory objects.Then the district food regulatory agency been put into fewer people and less money with high-quality supervisor and single work content is suitable for areas with single and scattered regulatory objects.Finally,put forward Suggestions and approaches to further improve the supervision of food safety at the township level on working mechanism,supervision team,supervision structure and credit system,to solve the defects of the two models according to the investigation and comparative analysis.We should firstly develop the local food safety supervision mode at the township level,secondly improve the mechanism for food safety supervision at the grass-roots level,thirdly build capacity of food safety supervision for grassroots,lastly increase the disclosure of food safety information at the grassroots level.
