“Internet +”is a new form of development of the Internet,and is inseparable with our all aspects of production and life.The Internet + traditional foreign trade,prompted the cross-border e-commerce,cross-border e-commerce makes up for the data lack and transparency of traditional foreign trade,and uses the Internet to expand the scope of foreign trade industry,promotes the transaction speed and reduces transaction cost.China and Laos had good trade since ancient times,after the completion of the railway,China and Laos will be more closely,so the study of cross-border e-commerce between China and Laos without delay.Laos' cross-border e-commerce is in the initial development currently,has not yet carried out other models in addition to B2 C cross-border e-commerce,and the existing literature is lack of the research of the cross-border e-commerce research between China and Laos.China is the powerful nation of cross-border e-commerce,and B2 C cross-border e-commerce transactions reached 751.2 billion rmb in 2015,up 69% over last year.2015 B2 C cross-border e-commerce transactions reached 30 million rmb in laos,although starting late,the development momentum is better and into a steady upward trend.While the scale of B2 C cross-border electricity in Southeast Asia is only 1%,but the region is expected to reach the twice of China's cross-border retail electricity transactions in the next 4-5 years,Laos as the member of the Southeast Asia will also take the lead in the development of cross-border electricity business.This paper mainly uses the methods of literature review,field research,questionnaire analysis,gets the first hand data and analyzes the B2 C cross-border e-commerce between China and Laos,this paper makes up for the lack of research about cross-border e-commerce between China and Laos.This paper introduces the concept of “Internet +”,“Internet + foreign trade” and cross-border e-commerce,then it expounds the extension and outsourcing of B2 C cross-border e-commerce and China's cross-border e-commerce's process and trends.At the same time,it mainly introduces the trade situation between Yunnan Province and Laos.This paper takes two enterprises of Laosabai and what's buying as an example,introduces the development of B2 C cross-border e-commerce in Laos,from the traffic infrastructure,Internet infrastructure,e-commerce related laws and regulations and policies and other aspects of Laos,and analyzes Laos B2 C cross-border e-commerce facilities and services construction.A survey was conducted on the survey of consumer preferences for B2 C cross-border e-commerce between China and Laos and distributed to Laos consumers.According to the results of the questionnaire,from the demand for shopping category,shopping terminal selection,acceptable logistics aging and expenses,payment options,analyzes the Laos consumers shopping preferences.On this basis,finds that the current B2 C cross-border e-commerce between China and Laos has some questions,such as convenient customs clearance lag,imperfection logistics system,low use of intelligent machines,unestablished electricity laws and other issues.But also to see the development prospects of B2 C cross-border e-commerce between China and Laos,and proposes some suggestions to accelerate B2 C cross-border e-commerce between China and Laos,such as cultivating Chinese-Lao translation person,constructing the third-party payment platform,improving the use of bank cards and the customs clearance efficiency,constructing parcel delivery and overseas warehouses to improve cross-border logistics system,providing technical support to improve the use of Laos smart machine,establishing a good credit environment,according to Laos consumers shopping needs to enhance the relevance of goods,increasing the promotion of platform and goods,optimizing the shopping site,especially mobile terminal platform design,then providing reference for the relevant departments and enterprises.
