The Research On The Government Cross-border Economic Cooperation Between China And Laos Under The Policy Of "The Belt And Road" Initiative

"The Belt and Road" initiative clarified that we should adhere to the principles of mutual consultation,co-construction,and sharing,and highlight pragmatic cooperation and win-win progress.We should closely integrate China's development with the development of related countries,and reconcile each development strategy with cooperation plans.We should increase regional investment,employment and reduce poverty to boost the overall development level of the region.the promotion of regional cooperation and cross-domain cooperation is mainly driven by bilateral and multilateral local governments within the framework of cooperation.This inter-regional economic cooperation among local governments has effectively changed the traditional institutional arrangement of geographic competition that can achieve regulatory innovation and economic development,and open up a peaceful,prosperous,opening,innovation,civilized way of openness,diversified cooperation,and joint development.Therefore,in line with the "One Belt and One Road" initiative,based on the realization of win-win and shared development among all countries along the route,we can select the cross-border economic cooperation of the government cooperation of the sino-laos border as research cases,to discuss the specific issues about the mechanisms,rules,and interest coordination of Chinese and foreign government cooperation,to provide an effective theoretical and practical basis for cross-domain government cooperation.The paper is divided into five chapters.Starting from the investigation of the construction of the Mohan-Maoding economic cooperation zone,the paper explores the framework and areas,experience and problems of cross-border economic cooperation with in the Sino-Lao border under “The Belt and Road” initiative.Problems,including the lack of cooperation disputes,non-traditional security risks,gaps in cooperation and construction funds,fragmented cooperation,limited cooperation content,and lack of professional talents are research-oriented issues.By drawing lessons from the cross-border cooperation between China and Myanmar's Ruili-Mujie economic cooperation zone and foreign advanced governments cooperation experience,we have provided a number of cooperation inspirations for the construction of the China and laos' Mohan-Maoding economic cooperation zone.We will establish a sound dispute resolution mechanism for cross-border economic cooperation;we can strengthen inter-governmental security exchanges and create a stable border environment.We can expand and standardize financing methods for cross-border economic cooperation and innovate institutional mechanisms to rationalize the development relationship between “districts and regions”;We can effectively enrich the content and fields of cooperation in cross-border economic cooperation and expand the channel for training professional talents in cross-border economic cooperation;We can strengthen public relations,pay attention to public opinions and vigorously promote cooperation;We can increase technological innovation and enhance cross-border economic cooperation performance,etc.We can strengthen the theoretical and practical thinking on cross-border economic cooperation under "The Belt and Road" initiative to achieve beneficial practices on regional governance theories and cooperative theories,and review the practical rationality of the "government cooperation" behavior.We can Further expand the economic cooperation space between the governments of the border areas of China and Laos to demonstrate the image of the project,boost the border area to form a new pattern of full opening.
