Based on the micro-perspective of science and technology finance,financial technology,and state-owned enterprise classification and assessment,this paper selects F-Tech Financial Group as the research object,and conducts research on the construction of the overall performance evaluation system,aiming at solving the performance evaluation management problem of the enterprise and exploring the specific application of Balanced Scorecard in the performance evaluation of state-owned science and technology financial enterprises.The paper designs and studies three questions:"What is the performance evaluation needs of F-Tech Financial Group","How to choose the performance evaluation method of F-Tech Financial Group" and "How to design the performance evaluation system of F-Tech Financial Group".It adopts five methods:literature research method,questionnaire survey,and interview combination method,comparative analysis method,analytic hierarchy process,and case analysis method.The analysis summarizes the four main problems of F-tech financial group performance evaluation,such as unfair evaluation,lack of strategic guidance,neglect of industry rules,and unscientific evaluation indicators.The paper determines the evaluation needs of enterprises in four aspects:functional orientation,strategic management orientation,industry characteristic practice,and scientific evaluation,compares and analyzes the applicability of economic value added and balanced scorecard to enterprises,selects and uses the balanced scorecard to construct the performance evaluation system of F-Tech Financial Group.The thesis has three main achievements.First,it defines the concept and characteristics of state-owned science and technology financial enterprises.Second,drawing on the principle of the balanced scorecard,it takes the evaluation needs of F-Tech Financial Group as the design orientation,and transforms the policy objectives,cooperation goals,management goals and benefit goals of the market-based management of financial technology funds into the contents of the balanced scorecard framework,develops specific indicators from four perspectives,including industry and enterprise characteristics,technology financial market integration,enterprise core drive capability and capability foundation.Thirdly,it establishes the research path of "demand analysis-method selection-specific design",which provides a reference for the research and design of state-owned enterprise performance evaluation system with different functional orientation and different evaluation needs under the background of SOE classification and assessment.
