"13th Five-Year " plan(Draft)is proposed to increase the supply level of public services,to meet the diverse needs of public service and innovate the way of government purchase in public service delivery.January 2014,the national government to buy public service work conference held in Guangxi,the meeting stressed the importance of the government purchase in enriching and improving the system of government's public service.At the same time,promoting the government purchase to social forces can not only promote the innovation of public service supply and it can help us to deepen the reform of China's fiscal and taxation system,to further improve the present stage of our country financial system has an important role in promoting.From the perspective of government reform,the public service provided by the government through the government purchase completed by social forces not only can reduce the government of workload,accelerate the transformation of government functions,but also can add jobs in the community and promote the development of the service industry.As a new mean of public service,at present,the government purchases of public services in China achieved rapid development,especially has been widely applied in practice in the field of science education,pension services,health services,employment services and so on.According to incomplete statistics,in 2012 China's government purchase service scale up to 120 billion yuan,accounted for 8.7%of the size of government procurement in 2012,compared with the same period last year,government purchase increased by 40%and cumulative savings funds up to 15.6 billion.But correspondingly,institutional and legal construction of government purchase is still not perfect,for instance,the range of government purchases is unclear,the purchase of improper use,supervision and management is not in place,legal system is not supporting and so on.This article from domestic and foreign literature at home and abroad,related concepts and basic theory of the government purchase of services to Analysis of the status quo of the government purchase of public services related to analysis of the status quo of the government purchase of public services from different perspectives.Then,based on the above description and analysis,analyzing of the problems existing in Chinese government purchase of public services,and puts forward the referential countermeasure according to Britain,the United States and Japan's government purchase practice.Finally,according to China's present situation and the existence main question and organic combined with international good practice,this paper presents clear behavior body,improving the assessment mechanism,innovation the purchase way,strengthening the purchasing process and improve the legal system and so on construction.
