With the rapid pace of urbanization in China,the traffic congestion has become a national problem.Developing of public transport has become a cure solution to the problem of congestion.In this context,The government has proposed a bus priority strategy,the “low fares and industry subsidy” has become the domestic model of urban public transport development.However,with the expansion of the bus network brought by the expansion of the city,the financial burden becomes heavier and transport enterprises generally suffer serious losses,while the efficiency and quality of public transport are unsatisfactory.This article analyzes the economic attributes and industry attributes of bus financial subsidies,and discusses its characteristics,classification,calculation methods and problems.On the basis,combined with the Ministry of Transport issued in 2016 “Guidance on the promotion of government procurement services in the field of transport” requirements,the paper puts forward the perspective of government procurement services,analyzes the case of H district in Weifang and makes a systematic study on the bus financial subsidy under the mode of government purchase service,which innovatively divide bus financial subsidy into purchase subsidies and performance subsidies.This paper puts forward the “Based on the cost of the purchase price model” and “efficiency-based performance management model”,which promotes the bus subsidy form “post-subsidy” to “Pre-purchase”,guiding the implementation of the practice at all levels.And in the end,the paper gives advice on the implementation of bus financial subsidy.
