The Real Dilemma And Countermeasures Of Chinese Government's Purchase Of Public Services

In 1990 s,China began to explore the government purchasing of public services.After many years of practice and exploration of the system,buying areas become more and more wide,the purchasing scope continues to expand and the purchasing process continues to standardize.However,this period of exploration is in scattered and non institutionalized state.After Eighteen Third Plenary Session,government purchasing of public service work began to promote the comprehensive in the whole country.This is an important way to change the function of government,to improve the efficiency of the use of financial funds and the level of public service.At present,as a new system of reform,it is showing a vigorous development trend.However,there are still many unsolved problems in the practice of the work.This is mainly manifested in the following aspects.First,legal system is not perfect.Second,the government and the social organization is not clear division of responsibilities and rights.Third,the field of service development is too limited.Fourth,social development is not mature and lack of independence and its social recognition is not high.Fifth,the government does not regulate the government to buy the implementation of procedures and assessment of the regulatory system and so on.Therefore,it also needs the joint efforts of all aspects to establish the system of government purchasing service real standardization.This paper first reviews the theory of the relationship between the various disciplines and the government purchase service,such as public goods theory,new public management theory,public governance theory and the theory of principal agent theory in Economics.This is the analysis of the path to carry out the work of our country to pave the way.Next,I analyze the status of China's government purchasing service and the case of Xuanwu District of Beijing: the government purchases pension services for the social organization and Tangshan City municipal government purchases rural medical services for the social organizations.There are four main aspects of this case: the subject and users of the purchasing of services,purchasing service content,sources of funding for the purchasing of services and supervision and evaluation of purchasing services.These work carried out a more specific research to carry out the purchasing of services.And then use the comparative analysis method to discuss the outstanding problems in the practice of the reform system.This paper analyzes its development in the United Kingdom,America,Japan and they have the characteristics in different conditions.Then I sum up the experience of China's national conditions.First,we should improve the legal and regulatory system,clear the legal status of the government purchasing of services,which is to create a good environment for the reform work.Secondly,the government should be clear responsibility and solve the content of the purchase of services,nurture and choose to undertake the subject.At the same time,put forward the corresponding countermeasures and suggestions for the problems of the lack of supervision,performance appraisal without incentive efficiency and not opening.I hope that this series of work can make the relevant theory to guide the government purchasing services better.
