The report of the 19 th National Congress of CPC has proposed “Establishing the Modern Economic System” for the first time and definitely defined that the economy in China has entered the high-quality growth stage from the previous rapid growth stage.As high-quality development requires high-quality employment,the structural employment and “dilemma” paradox of employment brought by industrial upgrading and transformation require the government to implement the active employment policies.As an important measure to establish the "service-oriented government",it is a new form of public employment service by relying on diversification of service supply mechanism.However,with the continuous and further development of government purchase,the issues as selection of purchase direction,training of social organizations,allocation of investment capital,supervision of operation efficiency,evaluation organization construction are becoming prominent gradually.The emergence of these problems has seriously affected the effectiveness of our government's purchase of services,hindered the development of social public services and urgently needed to be resolved.The paper conducts analysis and research on policy basis and practices of employment training service purchased by the government with Jilin Province as the research background.The research path: the first one that from the relevant theory is to make interpretation and reference on the relevant concepts related to public governance,Principal-agent theory and human capital;the second one that from relevant practical experience is to make a general introduction and reference on the practices and experience of domestic and foreign governments in purchasing employment training service,furthermore,it also sorts out the problems existing in practices of employment training service purchased of Jilin Province,and put forward a reasonable suggestion.This article first collected the material data of the employment training service in Jilin Province,collected data through scientific methods such as interviews,questionnaires,and case studies,and synthesized,compared and summarized the collected data.Then,there is a detailed analysis of the policy basis for the purchase of employment training services by the Jilin Provincial Government and the status quo of government procurement practices,and pointed out that the government purchase employment training services.Finally,we put forward the countermeasures to promote the healthy development of government procurement and employment training services by combining with foreign experience.The conclusions of the paper is mainly reflected in two aspects: firstly,the innovation policies have proposed that “four-element system” including government,the social organizations,the employees being trained and the companies receiving the employees being trained.And in the system,there should position their functional roles and purchase the employment training service in different levels.In this regard,the purchase of employment training service will be combined with industrial development to solve the problems existing in employment structures and realize the maximum benefits;secondly,it puts forward some countermeasures and suggestions on promoting the employment training service from the perspectives of changing concepts,improving governance mechanisms,reforming the relevant systems,improving the system,scientific assessment and so on.
