| Water is the source of life.However,the world is facing the problem of water resources shortage.The rational use of water resources is imminent,especially for China,considering its large population size,low per capita available water resources,and severe environmental pollution.With the booming of the economy and acceleration of urbanization,cities in China are facing problems of water shortage,dilapidation of pipe network construction,laggard sewage disposal etc.Reasons are: it is difficult to attract investigation;water project is less efficient;the industry needs to be reformed.In recent years,the Chinese government introduced a series of policies to encourage capable investors to participate into the construction of infrastructure.A group of wealthy investors have adopted advanced management mode,namely the PPP mode,when entering water project construction field.Meanwhile,they introduced market competition mechanism into the industry,which leads to the diversification of investment.With plenty of PPP projects have been realized,the prospect of water industry is positive.However,PPP projects still have difficulties in conduction and dealing with benefits between government and enterprises,which is now troubling the industry.This report firstly introduced the theoretical framework of the PPP mode.Then the proper mode and operation pipeline which could fit China’s situation have been summarized,through the comparative study of domestic and foreign water projects which used the PPP mode.By analyzing the water environment of City B,researchers have found that City B’s infrastructure,especially for the water conservancy facilities,has huge growth potential,but currently lack of funds.Thus,the introduction of PPP mode is expected to solve the difficulty in financing,in order to bring more benefits.Based on the case of Veolia PPP project,the theory of project management has been applied to analyze Veolia PPP project’s background,operation modes and the project.Finally,a new operation pattern of building the PPP water project,operation and risk prevention processes would be shown,in order to provide cities in western China some water project management experience for reference. |
