With the rapid development of China's economic and social problems of urban water environment pollution are growing,as a kind of novel,well-functioning financing pattern,has become the main mode of water environment pollution treatment.But at present our country lacks systemic research related the PPP mode,especially for the PPP projects relying on the project company and operation research,domestic few scholars involved in the PPP project risks of the enterprise and the benefit of the study,enlarge the PPP benefit is an important basic work.Based on the research in Guiyang city Ming river water environment comprehensive treatment of Guiyang built water company letter of PPP project,project companies involved in the PPP mode of operation of the project,from the Angle of enterprises to participate in the PPP project evaluation,to control the risk,improve project company value as the ultimate goal,to the company as the breakthrough point,the operation of the project in a comprehensive understanding of Ming river water environment comprehensive treatment project operation mode,on the basis of checklist method is used to build the risk factors of implementing the project water company letter recognition,systematically and comprehensively evaluates the game of risk sharing mechanism.Then,by using the method of net present value(NPV)model for the benefit of the enterprises to participate in the project analysis,risk control and the value of the company for such project promotion provides instructional advice.The results show that the PPP model in our country has the high feasibility of water environmental governance,enterprises to participate in the PPP projects in developing under the premise of reasonable risk sharing mechanism,from several aspects such as the social and economic benefits of the enterprise to participate in the program,can realize the PPP mode of enterprise,government and society,promote enterprise development,and achieve economic and social benefits.
