According to the "master planning of water resources in yantai", yantai is very outstanding, the imbalance between supply and demand of water resources has become the bottleneck of restricting local national economic and social development. In order to solve the serious shortage of water resources in the district of yantai city situation, the implementation of inter-basin water transfer is the fundamental measures to solve the problem of water shortage in yantai. For this project, because of the large investment, long construction time, many unknown factors, from the initial project investment evaluation to use the completion of the project, involving a large number of personnel to participate in, there is need to coordinate the various relations, by a large number of uncontrollable factors. How to identify risk, estimate risk, control risk, it is very important in the project.
