Research On The Work For The Pre-project: For Water Investment Project Based On The Project Management Methodology

China is a country where the per capita water resource is unevenly distributedand lack of water is becoming more serious due to the fast economy development andconstant expansion of the population in the city. According to the relevant researchreport, during12th5-Year Plan period, China will invest more than1000billion RMBin water supply, waste water treatment, water recycling and discharging and waterpollution prevention. China will witness fast increase in water market investment.With favorable policy from the Chinese government, more and more state-ownedcompanies, private companies and foreign invested companies is involved in theinvestment， merger&acquisition in water market.Water investment in China is special in its industry and operation characteristics.Preliminary work for water investment project includes study and research of thetarget company，economic and investment risk analysis，etc，finally generating afeasibility report，completing the training on the team and the subsequent executives.This article adopts the project management method to do the analysis，discussionregarding the topic，expecting the feasibility analysis to be professional，complete andpractical. Also, it makes the analysis regarding its distinctiveness and industrycharacteristics, mainly makes the analysis on risk factors and strategy. Finally， ituses the project management method to discuss the allocation and training of thepreliminary team.This article uses a successful case to show how each step should be carried outusing project management method.
