Study On The Water Price Analyzing And Pricing Model For Interbasin Water Diversion Projects

As the problem of water scarcity turns to be more and more serious and the hydroprojects can't operate normally due to the water supply price far below cost, we should make full use of the leverage of water price, in order to promote the rational distribution and the efficient use of water resources, so as to guarantee the sustainable supply operation. This paper is to research the price theory and methodology of interbasin water diversion projects, and then present a certain analysis with the Luan River-Tianjin Water Diversion Project as a study object.Based on the ongoing mechanism of water price in China, absorbing nutrition from the theory and methodology of water price, both domestic and foreign, at the same time taking the characters of interbasin water diversion projects into account, by researching on water price analysis, pricing and its implementation, this paper gives scientific analysis on the water price of interbasin water diversion projects, and furthermore, sets up the corresponding water price models.Firstly, the water price of interbasin water diversion projects here is divided into three parts, named resources value of water, engineering water price and environment water price, which are generally accepted now. And then traverse the three part water price.Sencondly, integrating multi-tache water price and triple-structured water price, together with some necessarily amendment, the author advanced her own water pricing model for interbasin water diversion projects, which will be practical basically.Finaly, considering the limitations of the single-part water price used in interbasin water diversion projects, this paper showed us the superiorities of the two-staged water price, and advanced a general pricing model for this kind of water price.It is reasonable and feasible of the above method to calculate the water price of the Luan River-Tianjin Water Diversion Project.So the author thinks the study may be have the directed reference to the Luan River-Tianjin Water Diversion Project,and wishes this thesis could be helpful to the research and constituting of the water price of interbasin water diversion projects.
