Study On The Construction Of Agricultural Science And Technology Extension System In Tai'an City

China since ancient times to agriculture,is the cornerstone of national development,the level of development of agriculture determines the level of income of farmers,but also determines the overall level of development in China.Agricultural technology is to improve the agricultural productivity,promote the development of modern agriculture,the inherent driving force,to promote the new agricultural technology,new product popularization and application,improve the scientific and cultural knowledge of farmers,increase the added value of agricultural products and international competitiveness and the establishment of agricultural technology promotion System is an important channel to promote the rapid development of agriculture.Since the reform and opening up,the party and the government attach great importance to the development of agriculture,"three rural" problem has been the focus of the central document No.1,while agricultural technology promotion has also been high-level attention,"the People's Republic of agricultural technology promotion law" and other related The promulgation of laws and regulations gradually build a clear agricultural technology extension system,and the establishment of a progressive agricultural technology promotion system has become an urgent problem to be solved.This paper takes the recent rural technology extension system in Tai'an for object and researches through the recent stage of the promoting system of agricultural technology in Tai'an.Besides this article also digs the problems existing in the promotion of agricultural in this area.And it draws the advanced lesson from the construction of the system of promoting the agricultural technology in the developed counties.On the basic of the theories about agriculture,science,economic and so on,grope for the promoting system of the agricultural technology that should be suitable for the request of the agriculture development of Tai'an to provide the benefited lesson for pushing the healthy and sustainable development of agricultural industry in Tai'an.The literature analysis method,interviewing method,investigation method and qualitative and quantitative analysis method are adopted to search the agricultural technology promotion in Tai'an.It is found that the present agricultural technology promotion system has the following problems:on the one hand,unreasonable structure,managing system and running mechanism,less agricultural services staffs and the widespread job-waiting phenomenon.On the other hand,technical personnel is not in conformity with the actual requirements.Besides,unfit post setting-up,unreasonable distribution and lack of investment should be also included.Based on these above methods,the approach for promoting the agricultural technology system in Tai'an is as following: improving the external environment of agricultural science and technology extension System,more attention to the construction of agricultural technology extension service system,stabilizing the agricultural extension team,improving the quality of agricultural workers,the reform of agricultural technology extension organizations,focusing on the combination of agricultural research and development of agricultural extension system.
