Study On Basic Level Agricultural Science And Technology Extension System Construction

The agricultural science and technology service system is the system constituted by a series of agricultural science and technology service organizations, expressed as the organizational system combined by the owners, producers, mediator, recipients related to the scientific and technological achievements, and coordinated and complemented by all levels of institutions in county, township (town) or village. At present, there is a relatively complete agricultural science and technology service system in China, established three level agricultural technology extension agencies as country level, township level and village level, participating subjects including governments, research institutes, universities, associations and other organizations as well as individuals, formed a multi-component, multi-level, multi-form and multi-functional modern agricultural science and technology service system. However, with the gradual improvement of China’s socialist market economic system and the China’s accession to the WTO, the development of the rural economy is showing new features, the current basic agricultural science and technology service system urgently need to improve.This paper use the theory of agricultural economics, public economics, technology economics, etc., centering the basic requirements of the construction of new rural and modern agriculture, firstly, summarize the domestic and foreign literature, and the practices, experiences and lessons from the construction of abroad or China’s agricultural technology and science extension system in recent years; Second, the paper select some typical areas to conduct field research and to analyze the main problems and reasons of the basic agricultural extension at this stage and to bridle the selection behavior of the subjects in the agricultural technology and science extension system; at the end, make policy recommendations based on the analysis of the domestic and foreign construction of existing agricultural extension system. One is to build a team. Through the establishment of the treatment, Career and sentiments mechanism to make the agricultural technology and science service team stable, then give full play to its backbone role. Second is to explore and improve the extension ways and means. Through the join of basic agricultural technology and science departments and agricultural products quality and safety testing, biogas comprehensive service mobile service station and plant mobile hospital to innovate the extension ways and means. Third is to bring forth a set of operational mechanism. Through the incentives of the tripartite performance evaluation by farmers, villages and towns and the selection of science and technology extension pacesetter to improve dynamic and efficient of agricultural technology and science extension.
