Study On Evaluation And Optimization Of Agricultural Science And Technology Extension Model In Shaanxi At The New Period

“No stability without farming，no peace without grain”.Shaanxi is located in thewestern of China，it is an agriculture province and agriculture development is the top priorityfor Shaanxi. At the same time，Shaanxi is a province of science and education. As we know，science and technology is not only the first productivity，but also is the backbone of theagricultural industry development. In recent years，under the impact of market economy andscience and technology development，the commonweal agriculture extension system whichhas established by the government at the beginning of the founding of our country faces“web broken， connection interrupted， people loosed”. Now， how to reconstructagriculture extension system base on the practice of Shaanxi province and regionaldevelopment is an important problem for modern agricultural development in the new period.In recent years， except for some commonweal agriculture technology extensionsystems continue to innovate， other agriculture extension systems which belong to differentdepartments such as agriculture universities， agriculture enterprises and agricultureassociations have play their own advantages. These different agriculture extension systemshave made some useful exploration for the agriculture development. There are4new famousmodels include "Xi Nong model"，"Dali model"，"Pingli model" and "association model"have made significant achievements. However， we need pay more attention to study thevitality of these patterns and if they have further optimization space in the practice.Therefore， we not only analyzed the theory of these agriculture extension models butalso studied their application effect. We compared the formation history background， basicpractices， successful experiences and problems in the development of the four kinds ofagriculture extension innovation model. Finally， according to the actualities of Shaanxiprovince and reference to the practice and experience of overseas successful practice， weproposed some novel ideas and suggestions of agriculture science and technology model inShaanxi at the new time. These studies have important practical significance to promoteShaanxi and even the national agriculture extension work， promote rural industrialdevelopment， improve agriculture quality and efficiency and increase farmer’s income. In this paper， we studied the four kinds of agriculture extension innovation models inShaanxi and analyzed the problems and opportunities for agriculture technology extensionwork， the conclusions were：First， at the present stage， the main problems of agriculture extension system inShaanxi were：the technologies of agriculture science are backward，research and extensionof agriculture technologies are not closely， the peoples who working on the agricultureextension quality is low， the agriculture extension funds is shortage and the contribution ofscience and technology in agriculture production rate is lower than the other provinces.Anyway， there are some opportunities of new agriculture extension system in Shaanxi，such as： the agriculture science and technology developed rapidly in Shaanxi， some newlaws and policies about agriculture extension work of national and Shaanxi province haveimplemented. At the same time， different departments of agriculture extension have donesome effective exploration and practice using their own advantages.Second， according to the actuality of agriculture science and technology extensionwork in Shaanxi， we proposed some suggestions： beginning to operate Shaanxi Academyof Agriculture and Forestry， so we can guide the agriculture extension work from provinciallevel. To innovate the working mechanism so that different agriculture extensionorganizations can work more effectively. To establish equality “channels” of the extensionwork according to the different extension tasks. To construct no gap agriculture extensioninformation exchange system in whole Shaanxi province.
