Research On Performance Management Of Lianyungang State Taxation Bureau

Since the 90 's of the last century,influenced by Western countries' continuous Government Management Reform Movement and the impact of New Public Management Theory,China began to make theoretical research and practical exploration of the government performance management.As important national economic management and law-enforcement agencies,Tax authorities' implementation of performance management is the urgent need to adapt to the trend of the government management reform.Especially under new historical conditions,the tax work faces many risks and challenges,improvement of management ideas,dynamism,motivation and effectiveness would further enhance work efficiency.Lianyungang State Tax Bureau began the exploration and practice of performance management since 2005.On the basis of full study of others' successful experience,we introduced performance management theory and formally formed a performance management approach as well as its implementing rules,organization,operation,targets three systems.Thus,the performance management frameworks and mechanisms are constructed initially.Providing a public-sector performance management-related knowledge as a theoretical basis,This paper uses the literature overall research methods,comparative analysis methods,system analysis and research methods and empirical research to analyze the main performance management approaches and measures of Lianyungang State Tax Bureau.Then it finds problems,analyzes the causes and gives recommendations of improving Lianyungang City State Tax Bureau's performance management system.By doing this,this paper aims to improve and enhance administrative efficiency,and achieve organizational health sustainable development.
