As the reformation of Chinese government gets more and more thorough, the performance management of government is given great regard in both theory and practice, but there are still many problems. This article aims to establish a brand-new system of performance evaluation indicators, which suits most grass-root offices of SAT universally, and is able to be used for reference in the management and reformation of SAT offices. This article starts with the status in quo of the development, continuum, reformation and research of the government performance management, introduces the development status of performance evaluation in both foreign and Chinese tax administrations; then defines the range of performance management of grass-root SAT offices in terms of the organization settings, characteristics of the national SAT system, and the organization settings, functions and post-responsibility system of the grass-root SAT offices; and provides ameliorative suggestions towards the existent disadvantages in SAT organizations, functions, post-responsibility system, human resource management and target management evaluation. By analyzing the duty and former evaluation method of Jingdezhen Municipal Office. SAT. this article gradually establishes performance evaluation indicators systems of different levels for grass-root SAT offices, and analyzes the establishments of each evaluation indicator. For the need of research, this article applies the methods of literature search, qualitative analysis, quantitative analysis, comparison and so on. and describes the combination of evaluation indicators, the implementation of evaluation, the points to notice and other issues in detail. In addition, it provides suggestion and conception for the tie-in measures of performance management, enriches and perfects the performance management of grass-root SAT offices. The performance evaluation indicators system for the grass-root SAT offices defined by this article is simple and practical, and the indicators are easy to be quantitative, it suits most of the SAT offices in districts and cities, enriches the theoretic research on performance evaluation of grass-root SAT offices, and has some directive effect for the practice of performance evaluation management of SAT offices. It also provides a way of thinking and method for the SAT system to transform its functions and to carry out the performance-based management.
