As an important function government, tax department commit our country `s revenue management. Its administration effectiveness in governments at all levels. We can say that whether the tax department of administrate performance efficient or not is related to the development of Chinese economic and social modernization.To be a front-line position, grassroots tax department not only contact directly with various taxpayers, but also the entrance of tax department. So, the administrative efficiency level of grassroots tax department will directly affect the entire State Administration of Taxation(SAT).Therefore, the implementation of effective performance management for the grassroots of State Administration of Taxation is very necessary and imminent. In recent years, the State Administration of Taxation has pursued several major reforms. Including the expansion of professional work and the adjustment of personnel configuration, a new administrative system is in gradually development.As the forefront of performance management implementation, grassroots tax department has becoming a “testing ground” and playing an important role.Otherwise, there are still many problems, not only in the effective of function and division of labor, but also in staff promotion.Based on the above considerations, this article from the theory of knowledge, the use of data collection, literature, theoretical analysis and other methods, through the implementation of performance management Ji’an County IRS studies analyze the actual situation, and ultimately try to find ways to optimize current performance management and means. First, from the content of the current tax system introduced grassroots organization, staff, the management and other aspects, find functions to improve service performance appraisal reflects the level of entry points; followed by the grassroots IRS implementation of performance management process to analyze the problems found to affect the overall administrative level of play key points; Finally, as the analysis target Ji’an County IRS, IRS study the establishment of performance management for the current construction of a new grass-roots approach and tried to put forward development proposals.In conclusion, this article based on specialized knowledge, with the use of data collection, literature, theoretical analysis and other methods. To analyze the implementation of performance management in Ji’an county, and try to find ways to optimize current performance management ultimately. Firstly, introducing the organization, staff, the management and other aspects of grassroots tax system. To find functions to improve service performance appraisal reflects the level of entry points; Secondly, to analyze the problems of performance management implementation in grassroots tax system, and find out key points which affect the overall administrative level of play. Lastly, taking Ji`an county grassroots tax system as an example, to study the the establishment of performance management for the current construction of a new grass-roots approach and tried to put forward development proposals.
