A Study On The Adjustment Of U.S. Agricultural Research And Extension System From 1970s To 1980s

From the U.S.government founded the United States Department of Agriculture in 1862 to the Smith-Lever Act was enacted in 1914,about half a century,U.S.Agricultural Research and Extension System had been established.The purpose of the system is to adapt the needs of agricultural production,improve the efficiency of agricultural production,through researching agricultural science and technology,using some methods like agricultural education and extension,training people who can master modern agricultural science and technology and farm management method.About two decades after World War ?,the system had been developing rapidly.These two decades should be called “golden age” for the system.But in 1970 s,the defects of U.S.Agricultural Research and Extension System were appeared obviously.The government and organizations from the system had been reformed to adjust U.S.Agricultural Research and Extension System and make sure it could promote the development of American agriculture for longtime.After that,many countries in the world started to imitate the pattern of U.S.Agricultural Research and Extension System.This thesis expounds the adjustment of U.S.Agricultural Research and Extension System from 1970 s to 1980 s,including the process and details of the adjustment of the system,the characteristics and influence of the system.This thesis consists of three parts: The first part is the introduction.Focus on the research purpose and significance of the topic,foreign and domestic scholars' research results about related content,and describes the basic structure,research methods and innovation of the thesis.The second part is three chapters of this thesis.The first chapter describes the background of the adjustment of U.S.Agricultural Research and Extension System from 1970 s to 1980 s,including the foundation process,the structure of the system and seriously drawbacks of the system.Chapter? discusses the adjustment of U.S.Agricultural Research and Extension System from 1970 s to 1980 s.Focus on the adjustment details.The details mainly including four aspects,enacted adjustment bills,reorganized research organizations,expanded the content of the agricultural cooperative extension service and the fund change.Chapter? points the features andinfluence of U.S.Agricultural Research and Extension System after the adjustment.And then discuss our country how to learn the experience from the system.The third part is the conclusion of the article.Through the analysis of U.S.Agricultural Research and Extension System,contracting with the reality and then summarizing the successes and failures of U.S.Agricultural Research and Extension System.
